History
Since the formation of the Votka Autonomous Region and until 1935, the supreme executive body of state power in the territory of Udmurtia was the Executive Committee of the Soviets of Workers, Peasants and Red Army Deputies of the Votka Autonomous Region (Udmurt Oblast Executive Committee).
A few days after the formation of the Udmurt Autonomous Soviet Socialist Republic at the first session of the Central Executive Committee of the Ukrainian Autonomous Soviet Socialist Republic on January 12, 1935, the Council of People's Commissars (SNK of the Ukrainian Autonomous Soviet Socialist Republic ) was formed - the first government of the republic [2] . In 1935-1937 SNK of the Udmurt Autonomous Soviet Socialist Republic was accountable to the Central Executive Committee of the Ukrainian Autonomous Soviet Socialist Republic and SNK of the RSFSR. After 1937, it reports to the Supreme Council of the Ukrainian Autonomous Soviet Socialist Republic and its presidium.
March 26, 1946, the Council of People's Commissars was transformed into the Council of Ministers of the Ukrainian Autonomous Soviet Socialist Republic.
In 1991 it was renamed the Council of Ministers of the Udmurt Republic.
After the adoption of the Constitution of the UR in 1994, the Government of the Udmurt Republic becomes the supreme executive authority instead of the Council of Ministers [3] .
Formation Procedure
The composition of the Government and its Chairman are approved by the State Council of UR on the proposal of the President of Udmurtia . So, the candidatures of the Prime Minister, his deputies and the Minister of Finance are submitted by the President for approval to the State Council no later than two weeks after taking office. The remaining members of the government are appointed by the head of Udmurtia on the proposal of the Prime Minister. Since the term of their appointment is not regulated by law, the terms of office of the chairman and members of the government may not coincide [4] .
In 2014, the formation of a new cabinet was first publicly held. Those who wish to become ministers could apply through the Open Government of the Udmurt Republic online portal and take part in the online voting. [5]
The composition of the government of Udmurtia
The current composition of the government of the republic - the government of Semenov - was mainly formed at the end of 2017 . Out of the previous cabinet (Saveliev’s government), who was dismissed in April of that year, only three ministers — finance, culture, and national politics — could retain their posts.
