Biography

Born in the village of Burtsevo, Buinsky district of Simbirsk province, in a petty bourgeois family. He graduated with a gold medal from the 1st Kazan gymnasium (1892) and the faculty of law of Kazan University (1896) with a diploma of the 1st degree. Since July 1896 he was left at the university for three years as a professor scholarship holder at the Department of Criminal Law. He withstood tests (1898) for a master 's degree in criminal law and was accepted on November 30, 1898 as a privat-docent to teach the mandatory course of criminal proceedings. In November 1898, he stood the test for a master's degree in criminal law and was accepted into the number of private associate professors of Kazan University with the assignment to teach criminal proceedings; held this position until June 1908.

In October 1906 he was approved as a master of police law after defending a dissertation β€œOn the Attachment of Women to Prostitution (Medical and Police Supervision)”. In the same year he was elected to the post of extraordinary professor in the department of police law and began to read the compulsory course of administrative law at Kazan University (1906-1907) (he subsequently published a textbook of Russian administrative law). In March 1908, he was fined for one of his lectures, and in May of that year he was suspended from lecturing.

Having defended his dissertation β€œThe fight against prostitution in Europe” at Kazan University in May 1909, he was approved as a doctor of police law. In the same year, he was admitted to the faculty of law of Moscow University as a privat-docent of the department of police (administrative) law with the assumption of reading the general parallel course of administrative law. In 1910 he participated in the competition for the post of extraordinary professor in the same department; although a number of law professors filed applications against the election of Elistratov, on July 8, 1910, the university rector announced his appointment as an extraordinary professor. Since 1911, he was an ordinary professor at the Department of Administrative Law, and from 1911-1913 he was also vice-rector of Moscow University. He taught at the university until 1918, when he was dismissed by decree of the Council of People's Commissars of 10/9/1918. In addition to the university, he taught at the Katkovsky Lyceum in July 1912.

In the years 1918-1920 A. I. Elistratov was a professor of state studies at the Tauride University (Simferopol), dean of the faculty of law. Then he was a professor of law at various departments of the Faculty of Social Sciences of Moscow State University (1922-1925) and a professor at the Faculty of Soviet Law and Construction of Moscow State University (1925-1931), after the liquidation of which and due to the elimination of law schools as "bourgeois" disciplines of the state , administrative, financial law, being "not free from the burden of bourgeois ideas" retired and took up amateur photography [1] .

He died on January 5, 1955 in Moscow from a heart attack. He was buried at the Novodevichy cemetery [2]
