The format of the tournament has been changed from previous years.
- OFC Champions League 2017 consisted of four stages: qualification round, group stage, semi-final and final.
- In the qualifying round, as in previous years, the winners of the championships of four developing football associations - OFC members (American Samoa, Cook Islands, Samoa and Tongo) played. However, in the 2017 season, not only the qualification winner (as in previous years) entered the group stage, but also the second-place team.
- 16 teams took part in the group stage (an increase from 12): two each from 7 developed associations (Vanuatu, New Zealand, New Caledonia, Papua New Guinea, Solomon Islands, Tahiti and Fiji), as well as two teams from qualification round. They made up 4 groups (previously 3) with 4 teams each. Each group played a traditional one-round tournament on the principle of "each with each", the winner of which was held in the semifinals.
- 4 winning teams were divided into pairs and within the framework of these pairs played 2 matches with each other, on their own and other people's fields (previously each semi-final consisted of one match).
- The winners of the semifinal pairs reached the final, where they played 2 matches with each other (instead of one in previous seasons).
The tournament was attended by 18 teams representing 11 football associations - members of the OFK.
