The Russian Science Foundation (also: RNF) is a non-profit organization created for the purpose of financial and organizational support for basic and exploratory research, the training of scientific personnel, and the development of research teams that hold leading positions in a particular field of science .
The activities of the Foundation are carried out in accordance with the Federal Law of the Russian Federation of November 2, 2013 No. 291-FZ “On the Russian Science Foundation and on Amendments to Certain Legislative Acts of the Russian Federation” and decisions of the Foundation’s Board of Trustees . RNF Mission
The mission of the Foundation is to identify the most promising and ambitious research projects, the most effective and efficient scientists who can rally around themselves a team of like-minded people, educate the younger generation of Russian researchers who carry out research at the highest global level.
The winners of the Foundation's contests, provided they receive significant results for world science, the Russian economy, and society, will get a long-term perspective for conducting research with the necessary financial support.
Basic Principles of the RNF Activity
Publicity and openness
The Foundation is open for interaction with any Russian, international and foreign organizations, research teams and scientists, contributing to the achievement of the objectives of the Foundation and the implementation of its mission. The Foundation informs scientists and the public about its plans, current activities and its results.
Competence
The Foundation distributes grants based on the findings of highly qualified and competent experts, both Russian and foreign.
Respecting the public interest
The Foundation acts in the interests of the Russian Federation and is one of the instruments for implementing state policy in the field of science.
Independence
The Fund operates within the framework of the legislation of the Russian Federation and decisions of the Board of Trustees of the Foundation and has the right to independently perform the duties and exercise the rights granted to non-profit organizations.
Intellectual Property Rights Policy
The rights to the results of intellectual activity created during the implementation of the programs and projects financed by the Fund belong to the implementers of these programs and projects. The Russian Federation can use for state needs the results of intellectual activity created when executing programs and projects financed by the Fund, on the terms of a gratuitous (non-exclusive) license provided by the right holder to the state customer, with the government customer paying the author's fee, the authors of the intellectual activity results.

The Foundation can conduct a competitive selection of fundamental and research projects aimed at solving specific tasks within the framework of scientific priorities approved by the Fund’s Trustee Council, including those determined by the problems of the socio-economic development of the country and society; significant contribution to solving the key problems of these scientific priorities.
The Fund, in accordance with the legislation of the Russian Federation, carries out international scientific cooperation, interacts with authorities and specialized organizations (funds) of foreign countries in order to organize joint competitions for the support of international research teams performing basic and exploratory research.
Since 2015, the Fund in accordance with | Decrees of the President of the Russian Federation dated June 18, 2015 No. 312 and | September 28, 2015 No. 485 examines submissions for the Prize of the President of the Russian Federation in the field of science and innovations for young scientists and the State Prize of the Russian Federation in the field of science and technology.
Organization of contests
The contests of the Foundation are public and are held in accordance with the civil legislation of the Russian Federation and approved by the Fund’s Board of Trustees with the Procedure for the competitive selection of scientific, scientific and technical programs and projects submitted to the competition of the Russian Science Foundation.
Support for projects that have become winners of competitions is carried out by the Foundation, regardless of the position held by the project manager, legal form, ownership and location of scientific organizations or educational institutions of higher education, with whom the project manager and members of the research team have labor or civil law relations , unless otherwise specified by the tender documentation.
The conditions for the provision of financial support by the Foundation are the acceptance by the applicants of their obligations to publish the results of scientific research with reference to the financial support of the Foundation, as well as their consent to the publication of the main provisions of the tender application and reporting materials during the implementation of the project.
For the implementation of competitive and expert procedures, the Information and Analytical System (IAS) of the Foundation is used, which ensures the submission of the application and all additional materials for the competition in the remote access mode, as well as a similar mode of work of the experts of the Foundation with applications.
Examination
All applications admitted to the competition are examined in accordance with the Procedure for the examination of scientific and scientific-technical programs and projects submitted to the Foundation's competition. The transfer of applications for examination is carried out in accordance with the classifier codes by branches of science indicated by the project managers in the applications.
Information on the content of the applications and on the examination is confidential. Members of the expert councils of the Foundation, attracted experts of the Foundation and employees of the Foundation are not entitled to disclose it. It is not allowed any communication with the applicants on the consideration and examination of applications.
Examination of projects is a multi-stage. At the first stage, it is carried out by experts of the Foundation (several experts on the application); in certain priority areas of the Foundation’s activities, foreign scientists may be involved in the examination.
The second stage of the examination consists in the evaluation of application materials by sections of the relevant expert council of the Fund (if available) or by individual members of the expert council of the Foundation on behalf of the chairman of this expert council of the Fund. This assessment is carried out taking into account the results of the first stage of the examination. The results of the second stage of examination are reviewed at a meeting of the relevant expert council of the Foundation.
The results of the contests are approved by the Board of the Fund upon the submission of the relevant expert council of the Fund. For competitions coordinated with foreign partners, the opinion of the competent management body of the organization - a foreign partner is taken into account.
RPF Expert Tips
RNF Expert Councils are permanent advisory bodies and are created for the purpose of scientific, methodological, analytical and expert support of the Foundation’s activities related to the competitive selection of scientific, scientific and technical programs and projects, as well as monitoring the implementation of projects financed by the Foundation.
The Foundation has formed two expert councils: an expert council for scientific projects and an expert council for scientific programs. The structure of the expert council on scientific projects included 63 Russian scientists, on scientific programs - 21 Russian scientists.

In addition, experts in the field of science and technology, experts of the Foundation, are invited to participate in the work of the expert councils of the Foundation. The RSF carries out a constant additional set of experts, establishing certain requirements for their qualifications. All proposals for the composition of the expert base of the Fund are considered by the expert councils.
The corps of experts involved in the work of expert councils includes more than 3,700 Russian and about 1,000 foreign scientists.
