Society of Pharmacoeconomic Research

The Society of Pharmacoeconomic Research MOOOFI is the first and largest national division (chapter) of the International Society for Pharmacoeconomic Research and Results Evaluation (ISPOR)

History of the Society

The society was created as an interregional public organization in December 1998. Yu. B. Belousov, P. A. Vorobev , M. G. Glezer, S. A. Kobina, L. S. Strachunsky took part in its organization. The results of this meeting were reported to the Executive Director of ISPOR M. Smith in December in Cologne and it was decided to create an organization as the first national branch of ISPOR. In June 1999 the Charter of the organization was registered. Professor P.A. Vorobiev became the President of RSPOR, Professor Yu. B. Belousov became Vice President, and later V. B. Gerasimov. Since 2000, the Executive Director of the organization was M.V. Sura. Since 2007, she was replaced by O. V. Borisenko, in 2011 A. G. Shustov became executive director, and from 2012 - L. S. Krasnov. Many experts took part in the establishment of MOOOFI: S.Kobina (Russia, USA), Yu.Belousov, A.Bykov, V.Komarov, M.Avksentyev, S.Suleimanov, M.Leonova, O.Borisenko (Russia, Sweden), B.Aynabekova (Kazakhstan), L.Yakovleva (Ukraine), M.Holovnya (Poland, Russia)

The main activities of the RSPOR

Society implements several interrelated tasks.

Methodical work

From the very beginning of the existence of society, a methodological base for research, mathematical modeling, evaluation and analysis of results began to form. PA Vorobyev proposed the term “clinical and economic analysis,” since the methodology for economic evaluation is the same for methods of medicinal and non-drug treatment and diagnosis. A methodology has been developed for the economic assessment of “typical practice” of managing patients with a particular pathology. In 2004, margins were empirically derived for the first time in the Nomenclature of Works and Services in Health Care. In the late 2000s, a method was developed for calculating the costs of patient care based on the standards of medical care. Methodology decision to include medical technology and drugs On the basis of a comprehensive analysis, including an economic assessment, they were included in the requirements of a number of regulatory documents - orders of the Government of the Russian Federation, orders of the Ministry of Health of the Russian Federation regarding the formation of the List of vital and essential drugs, hospital formularies, the development of the Protocol patient management (guideline) since the beginning of the 2000s. Educational Activities

Since the late 90s of the 20th century, teaching of the fundamentals of pharmacoeconomics and clinical and economic analysis was organized at the Department of Hematology and Geriatrics at the Faculty of Advanced Training of the MMA named after I. Sechenov (head prof. Vorobiev PA), at the Department of Clinical Pharmacology of the Russian State Medical University (head prof. Belousov Yu. B.). Later, several other departments and universities joined the teaching, now the clinical and economic analysis is an integral part of the cycles on the organization of health care and pharmacy. Short courses on pharmacoeconomics were held as part of the annual Russian conferences and ISPOR conferences. In the 2000s, dozens of specialists from all regions of the country traveled to ISPOR lectures organized by the MOOOFI with simultaneous translation into Russian.

Research Work

Studies are being carried out on the study of individual medical technologies, medicines, devices and techniques. The main tools are typical practice research, expert survey, model building (decision tree, Markov model). Since the end of the 2000s, work has begun on evaluating medical technologies both as independent research and as fragments of clinical and economic analysis. On average, from 5 to 10 studies are performed per year. The results of all the studies are published in the theses of the conferences ISPOR, RSPOR, full-text articles - in the journal "Problems of standardization in health care."

Organizational Activities

RSPOR formed 25 regional branch of Belgorod, Vladimir, Volgograd, Voronezh, Trans-Baikal, Irkutsk, Kazan, Krasnodar, Krasnoyarsk, Kursk, Moscow, Nizhny Novgorod, Novosibirsk, Omsk, Petrozavodsk, Seaside, Rostov, Samara, St. Petersburg, Saratov, Stavropol, Khabarovsk , Khakassky, Chelyabinsk, Yaroslavl and 5 departments: Belarusian, Far Eastern, Kazakhstan, Moldavian, Ukrainian. Since 2012, RSPOR has participated in the creation of the Eastern European network of pharmacoeconomic societies ISPOR, which included Bulgarian, Hungarian, Greek, Israel, Polish, Serbian, Slovenian, Ukrainian, Croatian, and a number of other societies. The Executive Director of RSPOR L.Krasnova became the first chairman of the scientific commission of the East European Network.
