• Agafonov, Veniamin Maksimovich (1930–2015) - oilman, drilling foreman of the Ust-Balyk expedition of the Tyumen Geological Administration ( Surgut ) (drilling foreman UBR-1); Deputy of the Supreme Council of the RSFSR (1959-1963); Honorary Citizen of Surgut (1980). The title of Hero of Socialist Labor was awarded in 1966.
• Afanasyev, Ivan Mefodevich - foreman of the logging team of the Komsomol timber industry enterprise (Sovetsky district of KhMNO). The title of Hero of Socialist Labor was awarded in 1971.

• Bakhilov, Vasily Vasilievich (1920-1983) - party leader in the district during the implementation of the USSR Oil Project (1960s and 1970s), first secretary of the Surgut (1960-1970) and Nizhnevartovsk (1970-1973) Communist Party city committees, Khanty-Mansiysk District Committee of the CPSU (1973-1975); Honorary citizen of the Khanty-Mansi Autonomous Okrug (2000), is included in the Book of Labor Glory of the Khanty-Mansi Autonomous Okrug (1970). The title of Hero of Socialist Labor was awarded in 1971.

• Vagapov, Yadkar Sakhanovich - a high-installation worker at the Shaim office of exploratory drilling of the Tyumenneftegazrazvedka trust. The title of Hero of Socialist Labor was awarded in 1971.

• Kondrashev Ivan Ivanovich (1927-2008) - electric welder of the construction department No. 5 of the Shaimgazstroy trust of the USSR Ministry of Gas Industry (previously worked in the Tyumenneftegazrazvedka trust). The title of Hero of Socialist Labor was awarded in 1971.

• Levin, Gennady Mikhailovich (born in 1938) - drilling foreman at the Megion office of the SurgutBurNeft trust of GlavTyumenNefteGaz; Honorary Citizen of Khanty-Mansi Autonomous Okrug. Member of the Supreme Council of the RSFSR (1970s). The title of Hero of Socialist Labor was awarded in 1971.

• Malygin, Semyon Lukich (1925-2008) - oilman, drilling master of the Megion oil and gas expedition. The title of Hero of Socialist Labor was awarded in 1971.
• Melik-Karamov, Nikolai Borisovich (1930-1975) - oilman, drilling foreman of the Ust-Balyk expedition of the Tyumen Geological Administration ( Surgut ). The title of Hero of Socialist Labor was awarded in 1966.
• Muravlenko, Viktor Ivanovich (1912-1977) - a prominent organizer of the oil and gas industry, head of the Glavtyumenneftegaz enterprise, the largest enterprise in the oil industry of the USSR in 1965-1977, and laureate of the Lenin and State Prizes. Honorary Citizen of Khanty-Mansi Autonomous Okrug (1995). The title of Hero of Socialist Labor was awarded in 1966.

• Panasevich, Vera Ivanovna (born in 1937) - builder, foreman of the finishers of the SurgutEnergoStroy trust, delegate to the XXVI and XXVII CPSU congresses. Honorary Power Engineer of the USSR . Honorary Citizen of Khanty-Mansi Autonomous Okrug (2001). Honorary Citizen of Surgut (2006). The title of Hero of Socialist Labor was awarded in 1986.
• Petrov, Grigory Kuzmich (1931–2016) - oilman, foreman of drillers (since 1960). Honorary Citizen of Khanty-Mansi Autonomous Okrug (2009). Honorary Citizen of Urai . The title of Hero of Socialist Labor was awarded in 1973.
• Popov, Pavel Vasilievich (1932-2007) - an innovator in the logging industry, team leader of the logging team of the Komsomolsky timber industry enterprise of the Tyumenlesprom association; Honorary Citizen of Khanty-Mansi Autonomous Okrug (1995). The only Hero of Socialist Labor in the USSR forest industry twice (1973, 1986).
• Prozorov, Georgy Nikolaevich (born in 1936) - builder, foreman in the MegionGazStroy trust; Honorary Citizen of Khanty-Mansi Autonomous Okrug (2007). The title of Hero of Socialist Labor was awarded in 1986.

• Salmanov, Farman Kurbanovich (1928-2007) - geologist , pioneer of oil in Siberia (worked as a geological engineer mainly in the Surgut region in the 1950s and 1960s), doctor of geological and mineralogical sciences, corresponding member of the Russian Academy of Sciences (1991), First Deputy Minister of Geology of the USSR (1987-1991); Honored Geologist of the Russian Federation , Honorary Citizen of Surgut (1968). The title of Hero of Socialist Labor was awarded in 1966.
• Sergeev, Maxim Ivanovich (1926-1987) - oilman, drilling foreman at the Ust-Balykskoy drilling office of the Surguturneft trust of Glavtyumenneftegaz. The title of Hero of Socialist Labor was awarded in 1971.

• Ervier, Raul-Yuri Georgievich (1909-1991) - Soviet geologist , head of the department Glavtyumengeologiya , an outstanding leader and organizer of large-scale exploration work that led to the discovery of the largest oil and gas fields in Western Siberia. Honorary Citizen of Khanty-Mansi Autonomous Okrug (2006). The title of Hero of Socialist Labor was awarded in 1963.
