The sole shareholder until May 2013 was JSC "NC" KTZ " . " Since 2012, negotiations have been held on joining the shareholders of TMX CJSC, the largest Russian enterprise in the field of transport engineering.
On April 29, 2013, between KTZh NC JSC and TMX CJSC, an agreement was signed on the purchase and sale of ordinary shares, thereby 50% of the plant’s shares were sold by TMX CJSC. Currently, TMX CJSC and NK JSC KTZ is an equal shareholder with a 50% interest in each. [2] . The transaction amount is $ 60 million, although LKZ representative Viktor Perminov in an interview with Kursiv reported in 2012 that the plant’s assets were valued at $ 141 million [3] .
On January 26, 2017, KTZ issued a press release: “An agreement was signed between JSC“ NC Kazakhstan Temir Zholy ”and General Electric Transportation on the acquisition by GE of a 50% stake in JSC“ Lokomotiv Krastyru Zauyty. ”After completion of the necessary approval procedures, the participation in the plant General Electric Transportation will become the same as Transmashholding CJSC ” [4] .
It is known that the current head of KTZ, Kanat Alpysbaev, worked as the director of business development for GE Transportation from 2005 to 2008 [3] [5] .

Activities
The first locomotives at LKZ were released in 2009. In the first five years of operation, the plant produced more than 280 locomotives. In addition to freight and passenger locomotives, it was planned to assemble shunting diesel locomotives in production in 2017 in partnership with TMX. In 2014, after a series of technical tests, certification was obtained for compliance with the requirements of the industry register of Russian safety standards for TE33AS diesel locomotives of the Evolution series, which formally opened them access to the market of the CIS and Baltic countries.
In 2015, the company informed about a 35% localization in the Expert-Kazakhstan magazine. Moreover, earlier in KTZ it was intended to bring the level of local content in the General Electric diesel locomotives assembled in Kazakhstan to 50-70%. For the past two years, the plant has been working part-time and with shorter working hours. In July 2015, KazTAG reported that the need for freight diesel locomotives in Kazakhstan was fully satisfied, and the passenger demand was 108 diesel locomotives by 2019. But due to a decrease in freight turnover and an increase in the number of locomotives put into reserve, as well as a decrease in profitability, Lokomotiv JSC refused to purchase 25 passenger locomotives. In 2015, Azattyk Radio reported a crisis at the enterprise and a reduction in salaries. The company responded to production difficulties by diversifying production and increasing the volume of metal processing on modern machines.
In 2016, LKZ began to cooperate with the assembly production of combines of Kaztekhmash joint venture in Petropavlovsk in the manufacture of parts. According to a source in the industry, it was initially expected that General Electric would enter the LKZ project as a major participant in 2008-2009. However, then the American company found the project risky. In general, he was focused on the long-term order of KTZ and the Russian market, but certification in Russia dragged on. Even the participation of TMX as a strategic shareholder did not help with large orders at Russian Railways, as project initiators expected [3] .
Export Supplies
3 diesel locomotives (0113, 0114, 0175) were delivered to PM Dushanbe , 5 diesel locomotives to PM Bishkek (0179, 0253, 0269, 0270, 0279), 2 diesel locomotives were sent to Mongolia , 1 diesel locomotive (0249) was owned by Ivano OJSC in Ukraine -Frankovskcement ”, 1 diesel locomotive (0280) delivered to Turkmenistan [6] , at least 4 diesel locomotives delivered to Azerbaijan.
