Biography

Born in a family of employees. Father is a design engineer at the Vector plant , mother is a teacher of Russian language and literature.

In 1983 he graduated with honors from the Ural Polytechnic Institute with a degree in mechanical engineering. He is among the graduates included in the list “Pride of the Ural Polytechnic Institute” [2] . In his institute years he was an activist in the student construction detachment movement.

Since 1983, he worked as a workshop foreman at the M. I. Kalinin Machine-Building Plant , where he was elected a Komsomol of the workshop , and then - the head of the Komsomol organization of the plant. He graduated from the Institute of Marxism-Leninism and in 1989 was elected the first secretary of the Ordzhonikidze district committee of the Komsomol in Sverdlovsk .

The peak of the Komsomol activity of A. L. Vetluzhskikh is the second secretary of the Regional Committee of the Komsomol of the Sverdlovsk Region ( 1992 ). After the collapse of the Komsomol, he became the head of the Sverdlovsk regional organization of the Russian Youth Union.

In 2001, at the age of 40, A. L. Vetluzhskikh took part in trade union elections and was elected deputy chairman, and in 2006 - chairman of the Federation of Trade Unions of the Sverdlovsk Region [3] . In 2010, he was re-elected in this post for a second term, and in 2015 for a third term [4] . His main tasks were to increase the minimum wage, the wages of workers, and also to increase the number of trade union deputies [5] .

At the same time, in 2005 he became a deputy of the Yekaterinburg City Duma [6] , and in 2009 became a member of the Public Chamber of the Sverdlovsk Region [7] .

With the formation of the All-Russian Popular Front (ONF), he takes an active part in its activities. In 2011, he became a member of the ONF Coordination Council in the Sverdlovsk Region, and in 2014, he became a member of the ONF Central Headquarters [8] . Together with the plenipotentiary of the President of the Russian Federation in the Ural Federal District, I. R. Kholmansky becomes one of the founders and co-chair of the Interregional Movement "In Defense of the Person of Labor" [9] [10] . He is currently the head of the Executive Committee of this movement.

Election to the State Duma

In 2016, Vetluzhskikh put forward his candidacy for the primaries of "United Russia" for the subsequent election as a deputy of the State Duma. His candidacy, in addition to trade unions and the movement "In Defense of the Person of Labor", was supported by the Union of Defense Enterprises and the Union of Engineering Enterprises of the Sverdlovsk Region [11] . However, according to the results of the nationwide vote on May 22, 2016, Vetluzhsky took only 9th place in the Sverdlovsk Region [12] , that is, he actually lost the primaries. However, then the “cleaning” of the winners was carried out. In the “cleaned” list of the Vetluzhskys announced on June 27, 2016 at the party congress, he was moved from 9th to 2nd place [12] . Later A. L. Vetluzhskikh was nominated second in the list of “United Russia” in the Sverdlovsk region in the State Duma elections [13] , following which he became a deputy.

Elected as a deputy [14] , he became a member of the Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship [15] . At the same time, he remained in the post of chairman of the Federation of Trade Unions of the Sverdlovsk Region, saying that he intends to combine work in the State Duma with union activity [16] .

As the deputy called on the government to develop a plan to help the Russians, who will be left without work in the coming years due to the introduction of robots in production [17] , and also supported the decision of the government of the Chelyabinsk region to ban migrants from working in the field of passenger transportation, as well as taxis. According to the deputy, restrictions on attracting foreign workers must be introduced in the Sverdlovsk region [18] .

In 2018, being the head of the Federation of Trade Unions of the Sverdlovsk Region, despite the position of the FNPR, he supported raising the retirement age during a vote in the State Duma. [nineteen]

From 2016 to 2019, during the term of office of a deputy of the State Duma of the VII convocation, he co-authored 71 legislative initiatives and amendments to draft federal laws [20] .
