The award system of modern Germany , which began to form in West Germany in the 1950s, is rational. There is only one common German (federal) order, which however has eight degrees and an order medal. In addition, each of the 16 regions ( federal states ) of Germany has the right to award its own Order of Merit. This right is currently used by everyone except Hamburg and Bremen. Bavaria, unlike other lands, has two orders [1] . In addition, both at the federal level and at the federal state level (including in Hamburg and Bremen), there are awards that do not have the status of orders - medals and other insignia.
