In accordance with the law, the new borders of the regions and the elections in them Nº 2015-29 of January 16, 2015, the Councils of new regions are elected for a term of 5 years (until 2010, regional councils were elected for 6 years, in 2010 - for 5 years).
Members of the Regional Councils are elected by party lists in two rounds without adding, deleting names or changes in the order they are presented. Each list consists of several sub-lists corresponding to the number of departments in the region.
If the list received an absolute majority of votes in the first round, then a quarter of the seats will be immediately allocated to it. The remaining places are divided proportionally among the lists with 5% or more votes.
If none of the lists received an absolute majority in the first round, a second round is appointed. Prior to the second round, lists with more than 10% of the vote are allowed. Moreover, the composition of these lists can be changed by including candidates who participated in the first round in lists that received less than 5% of the vote. Seats in the Regional Council are distributed between the lists - participants of the second round proportional to the votes cast for them, while a quarter of the seats are added to the list, which won a simple majority of votes.
The seats within each list are distributed in proportion to the number of votes received in each department.
The Council of the Hautes-de-France Region consists of 170 advisers, elected in five departments within the region — Nord , Pas-de-Calais , Somme , Oise and En .
