The crash of the Boeing 747 near Bishkek is a major aviation accident that occurred on Monday January 16, 2017 when landing at Manas Airport near Bishkek . The Boeing 747-412F-SCD cargo plane of the Turkish airline ACT Airlines , which made the Turkish Airlines flight TK6491 on the Hong Kong – Bishkek – Istanbul route, crashed to the Dacha-Suu holiday village ( Sokuluk district of the Chui region ) [1] . 39 people were killed [2] - all 4 crew members and 35 local residents on the ground [3] .

The crash became the largest in Kyrgyzstan after the Boeing 737 disaster near Bishkek in August 2008, as well as the largest since 2008 crash with casualties on the ground [4] . About five months remained the largest plane crash of 2017.

Aircraft
The Boeing 747-412F-SCD (registration number TC-MCL, serial number 32897, serial 1322) was released in 2003 (the first flight was made on January 13 under test b / n N5022E). From February 27, 2003 to December 5, 2015 operated by Singapore Airlines Cargo (board 9V-SFL). Since December 5, 2015, the aircraft under flight number TC-MCL has belonged to the Turkish airline ACT Airlines , which operated charter flights for various airlines, including Qatar Airways and Turkish Airlines - the latter took this plane on wet leasing (i.e., they rented the plane with the crew and maintenance) and used it to carry out our own flights, including flight TK6491 on the Hong Kong-Bishkek-Istanbul route.
The aircraft was equipped with four Pratt & Whitney PW4056 turbofan engines . On the day of the disaster, it completed 8308 take-off and landing cycles and flew 46,821 hours [5] [6] .
Crew
All four crew members of the crashed plane were Turkish citizens:
- The aircraft commander (FAC) is 58-year-old Ibrahim Gyurjan Dirancı ( tour: İbrahim Gürcan Dirancı ). 10,808 hours flew, 820 of them on a Boeing 747-400.
- The co - pilot is the 59-year-old Kazym Ondül ( tour: Kazım Öndül ). It flew 5894 hours, 1758 of them on the Boeing 747-400.
- Flight operator - 41-year-old Ihsan Koca ( tour: İhsan Koca ). 4217 hours flew, 2431 of them on the Boeing 747-400.
- Responsible for the cargo - 52-year-old Melih Aslan ( tour. Melih Aslan ) [7] .
Timeline
The plane crash occurred at 07:19 local time (01:19 UTC ).
The plane flying from Hong Kong to Istanbul was supposed to land in Bishkek for refueling. Weather conditions were unfavorable at the airport at the time of the crash, but according to the deputy director of the Civil Aviation Agency of Kyrgyzstan, Bakyt Dzhunushaliev, the fog did not prevent the pilots from landing [8] .
When approaching, the crew requested meteorological data and confirmed their receipt [9] , but failed to land on the first try and probably wanted to go to the second round , but failed to do so. Flight TK6491 crashed into residential buildings of the Aeroflot Gardening House near Manas Airport , 32 houses were destroyed, a fire broke out at the crash site.
The accident killed 39 people - 4 crew members and 35 people on the ground, while one pilot survived, but died on the way to the hospital [10] , among the dead - 17 children [11] . Another 11 people with multiple severe injuries from the emergency site were hospitalized in Bishkek hospitals [12] .
According to the deputy minister of emergency situations Kalys Akhmatov, the damage from the plane crash amounted to 186.5 million soms [13] .
January 17, 2017 was declared a day of mourning in Kyrgyzstan [12] .
Presidents of Azerbaijan , Armenia , Belarus , Uzbekistan , Kazakhstan , Moldova , Russia , Tajikistan , Turkmenistan [14] and Turkey , [15] as well as Pope Francis [16] and UN representatives expressed their condolences in connection with the crash . 17] .
After the crash, the question of the safety of residential buildings near airports was raised again. So, the deputy of the Jogorku Kenesh Parkhat Tulendybaev called on the government to demolish houses near airports and provide people with other housing [18] . An audit conducted by the General Prosecutor's Office of Kyrgyzstan after the crash revealed that a number of houses near Batken and Jalal-Abad airports were built illegally [19] .
Investigation
To investigate the causes of the disaster, a government commission was created by order of Prime Minister Sooronbai Jeenbekov [1] . On the same day, the commission of the Interstate Aviation Committee (IAC) began work, in which representatives of the USA and Turkey will also take part [20] .
On the evening of January 16, 2017, one of the flight recorders was found at the crash site [21] , the second recorder was found the next day [22] .
On January 20, the decoding of the recorders began [23] . On January 24, the head of the plane crash investigation commission, Leonid Kashirsky, stated that according to preliminary data, the crashed plane was fully operational [24] , the final report of the investigation will be published no earlier than 4 months later.
On February 2, the crash investigation commission completed work at the crash site, the investigation is ongoing [25] .
On March 24, the IAC published a preliminary report of the investigation.
