In 1921, he joined the banned Communist Party of Lithuania . In 1923-1925, 1927-1935 and 1939-1940 he was imprisoned for his activities.
In July 1940 it became part of the People’s Diet, which approved the accession of Lithuania to the USSR . In 1940 he was elected to the Supreme Council of the Lithuanian SSR - until 1955. In the period 1940-1951 - Acted as Chairman of the Council.
In the period from 1940 to 1941, he headed the security agencies in the Šiauliai district, was the deputy people's commissioner for security.
After the outbreak of World War II in June 1941, he went deep into the USSR . He taught at the Moscow Higher School of the NKVD . He organized the Soviet partisan movement in Lithuania, became the head of the intelligence and information department.
Involved in party activities - in 1941-1949 he acted as deputy member (candidate) of the Central Committee of the Communist Party . Later, in 1961, he became a member of the Central Committee of the Communist Party. In the period 1952-1958. was an assistant member of the Politburo of the Central Committee of the CPL (with a break for 1954-1956).
From 1950 to 1958 he represented Lithuania in the Supreme Soviet of the USSR .
In 1945, he became chairman of the trade union council of the Latvian SSR (1958). After leaving his post, he worked as an editor in the archives of the Lithuanian SSR Academy of Sciences .
