Born January 30, 1909 in Orsha (Belarus) in a working class family.
He graduated from high school, rabfak (1927-1930), 4 courses of the Leningrad Electrotechnical Institute (1930-1933), faculty of communications of the Naval Academy (1933-1938), postgraduate studies (1938-1941).
Since 1933 he served in the Navy.

Head of the 5th department of the 3rd department (March-July 1943), deputy. the chief of the department for special devices of the Naval Communications Administration (7.1943-4.1945).
Member of World War II. He supervised the introduction of radar technology in the Northern and Black Sea Fleets, trained the first groups of specialists in radar.
