Vladimir Mikhailovich Nikulischev ( , - , ) - Soviet party leader, 2nd secretary of the Chernigov regional committee of the Communist Party of Ukraine, chairman of the Chernihiv regional executive committee. Member of the Supreme Council of the Ukrainian SSR of the 9-10th convocations. A candidate for membership in the Central Committee of the Communist Party of Ukraine (1981-1986).

Biography
He graduated from the Kiev Civil Engineering Institute .
In 1948-1961, he was a foreman, dispatcher, shop manager, chairman of the union committee of the trade union, and head of the planning and distribution bureau of the Priluksky plant of construction vehicles ( Chernihiv region ). In 1953 he joined the Communist Party .
Since 1961, at party and administrative work, he was the secretary of the primary party organization of the Pryluky plant of construction vehicles, in 1963-1966 he was the 2nd secretary of the Pryluksky city committee of the Communist Party of Ukraine, and in 1966-1967, he was the chairman of the Pryluky city executive committee.
Since 1967 he lived and worked in Chernigov - the head of the department of the Chernihiv regional committee of the Communist Party of Ukraine (1967-1969), the first secretary of the Chernihiv city party committee (1969-1973), the second secretary of the Chernihiv regional committee of the Communist Party of Ukraine (1973-1981). From March 1981 to June 1984 - Chairman of the Executive Committee of the Chernihiv Regional Council of People's Deputies [1] .
Then - retired in the city of Chernigov.
