Biography

Born in the city of Nizhnedneprovsk, Novomoskovsky district, Yekaterinoslav province , (now Nizhnedneprovsk is included in the city of Dnipropetrovsk )

Education

From 1930 to 1933 - a student of the factory factory training school, electrician car-repair plant. From 1933 to 1939 he studied at the Dnipropetrovsk Metallurgical Institute. After graduation he worked as a melting master at the Dneprospetsstal plant in Zaporizhia.

The period of the Great Patriotic War

During the Great Patriotic War [2] he was a propagandist of the hospital of the Southern Front, was at the post of secretary of the political department of the Southern, Transcaucasian [3] , North-Caucasian fronts [4] .

Post-war time

In 1946 he worked as a senior engineer at the Ministry of Local Industry in the city of Chisinau. From 1946 to 1951 he was appointed as an instructor, deputy secretary, third secretary of the Kamenetz-Podolsk city committee of the Communist Party of Ukraine.

  • 1951-1953 - Second Secretary of the Khmelnitsky City Committee of the Communist Party of Ukraine,
  • 1953—1956 - Chairman of the Executive Committee of the Khmelnitsky City Council of People's Deputies,
  • 1956-1962 - second, first secretary of the Khmelnitsky city committee of the Communist Party of Ukraine,
  • 1962-1963 - Secretary of the Khmelnytsky Regional Committee of the Communist Party of Ukraine,
  • 1963-1964 - Chairman of the Executive Committee of the Khmelnitsky Industrial Regional Council,
  • 1965-1974 - First Secretary of the Khmelnitsky City Committee of the Communist Party of Ukraine.

His work on the development of socio-economic infrastructure, construction and housing and communal services allowed the city of Khmelnitsky in a short time to become an economically and socially developed regional center. With the active participation of Shokhanov, the construction of shoe and garment factories, an airport, a dairy, a butter stock, a bus depot was carried out. He was the initiator, curator of gasification and further telephone installation of the city of Khmelnitsky. There was also the construction of factories that were of defense importance, which contributed to the construction around them of housing and utilities, infrastructure, which determined the current face of the city of Khmelnitsky. During his stay in the regional administration (1953-1956), the city of Proskurov was renamed Khmelnitsky, a city hospital and a city dental clinic were opened, the construction of the House of Soviets and the improvement of the adjacent area (now Independence Square) were completed, and the station square was installed monument to Khmelnitsky. His personal merit is the opening of the general technical faculty of the Lviv Polygraphic Institute, which later became the first higher educational institution in the city (now Khmelnitsky National University).

He was elected deputy of the Supreme Soviet of the Ukrainian SSR of the 6th convocation ( 1963 - 1967 ).

For his personal contribution to the development of local government in the city of Khmelnitsky, he was awarded the Medal of Honor of the Khmelnitsky mayor.

The title of Honorary Citizen of the city of Khmelnitsky awarded as a veteran of service in local government [5] .
