A constitutional referendum was held in Azerbaijan on November 12, 1995, along with the first round of parliamentary elections . [1] Voters were asked: "Do you agree with the adoption of the draft of the first national Constitution of the Republic of Azerbaijan , presented by the commission, headed by the President of the Republic of Azerbaijan Heydar Aliyev , which has prepared a new draft of the Constitution of the Republic of Azerbaijan?" The result was 91.9% per, with a turnout of 86.1%. [2]
