Job History

The first vice-president of Yugoslavia was Alexander Rankovich , who took office on June 30, 1963 . However, on July 1, 1966, he was forced to because of the scandal with the interception of President Josip Broz Tito ; In the installation of listening devices in the office of Tito, the Yugoslav special services, led by Rankovic, were implicated. The remaining vice-president’s four-year term as Vice President was Koch Popovich [1] .

On April 26, 1967, amendments were made to the Constitution of 1963, which abolished the post of vice-president [2] . It finally ceased to exist on June 30, 1967, after the expiration of Popovich’s term.

Powers

According to the 1963 Constitution, the Vice-President of Yugoslavia had the following powers:

  • represent Yugoslavia at home and abroad;
  • to ensure the equality of the Yugoslav peoples and the protection of their rights;
  • to act in defense of the constitutional order;
  • to act as deputy commander in peacetime.

In the event of resignation, illness or death of the president, the following powers were transferred to the vice-president:

  • the exercise of the powers of the Supreme Commander, the decision on the application of the army in peacetime and wartime;
  • the proposal of candidates for the post of chairman of the All- Union Executive Council ;
  • the proposal of candidates for the position of judges of the Federal Constitutional Court;
  • the appointment of diplomatic representatives;
  • assignment of general and admiral ranks;
  • appointing members of the Defense Council;
  • the exercise of the right of pardon;
  • state awards.
