Context
In the last elections of 2013, the Patriotic Union lost a majority in parliament. As a result, the Progressive Civil Party became the ruling party thanks to an alliance with the new party The Independent — for Liechtenstein .
For the first time, four parties are sitting in Landtag at once, [3] which implies the existence of a protest vote against the austerity policy and, possibly, a decrease in the "party" vote. [3] [4] [5]
Electoral system
Elections are held according to the proportional representation system, according to which 25 members of the Landtag are elected: 15 from the district of Upper Liechtenstein and 10 from the district of Lower Liechtenstein. Voters in Upper Liechtenstein have 15 votes, and in Lower Liechtenstein - 10, that is, each voter elects a candidate for each seat of parliament from the constituency. In order to enter the Landtag, the party must overcome the 8% barrier.
Lower Liechtenstein includes 4 communities: Eschen , Gumprin , Mauren , Ruggell and Schellenberg . Upper Liechtenstein includes 5 communities: Balzers , Planken , Shan , Trizen , Triesenberg and Vaduz .
