Biography
Childhood
He graduated from high school in 1967. He entered the Kharkov State University named after A.M. Gorky , but did not pass the competition.
Military Service
In the Soviet army since 1967. In 1971 he graduated from the Saratov Higher Military Engineering School of Chemical Protection with honors. He served in the Radiation, Chemical and Biological Defense Troops as platoon commander, training company commander , commander of a separate chemical defense battalion . The military ranks of " senior lieutenant " and " captain " received ahead of schedule.
In 1982, he graduated from the C.M. Timoshenko Military Academy of Chemical Protection named after Marshal of the Soviet Union . Since 1982 - chief of staff of the 28th separate regiment of chemical protection of the Ural military district ( Zlatoust ), since 1983 - commander of this regiment. At the head of this regiment took part in the aftermath of the Chernobyl accident , performed combat missions in the disaster area for 6 months. He was awarded the Order of the Red Star, and the regiment - the pennant of the Minister of Defense of the USSR "For Courage" .
Since 1986 - Deputy Chief of the Chemical Forces of the Ural Military District, Chief of Staff of the Chemical Forces of the Southern Group of Forces ( Hungary ), Head of the Chemical Forces of the Western Strategic Direction .
Since 1991, he served in the Turkestan Military District as the head of the State Chemical Research and Testing Institute-training ground , which was deployed in the city of Nukus on the territory of the Republic of Karakalpakstan . Since June 1993 - the chief of the troops of radiation, chemical and biological protection of the Far Eastern Military District [1] . Major General (11.29.1993 [2] ). Since 1996 - Head of the Department for the Elimination of Chemical Weapons of the Radiation, Chemical and Biological Defense Troops (RHBZ) - Deputy Head of the Radiation, Chemical and Biological Defense Troops. He refused the offer to become the head of the chemical defense troops of the Ministry of Defense of Ukraine [3] . Participated in the aftermath of the 1995 Neftegorsk earthquake .
The leadership of the FUBHUHO of Russia
Since April 29, 2001 - Head of the Federal Office for the Safe Storage and Destruction of Chemical Weapons at the Russian Ammunition Agency (from November 15, 2006 - at the Federal Agency for Industry , from November 23, 2009 - at the Ministry of Industry and Trade of the Russian Federation ). At the same time, from October 2001 to March 2004, he was a member of the board of the Russian Agency for Ammunition [4] . In this post, he headed the work on the safe destruction of chemical weapons in the Russian Federation in accordance with the international obligations assumed by the state. His competence also included the construction and operation of chemical weapons destruction facilities.
On September 27, 2017, he participated in the ceremony of the destruction of the last chemical munition in the Russian Federation at the Kizner site, reporting on the completion of the elimination of chemical weapons of the Russian Federation to President of Russia V.V. Putin [5] .
