Biography

He was born on January 1, 1905 in the village of Karabulak ( Akchatavsky volost of the Karkaraly district of the Semipalatinsk region ) [K 1] . It comes from the subgenus Kerney of the Karakesek clan of the Argyn tribe [1] . He grew up in the family of a forest watchman, in 1925 lost his father and, as the eldest son in the family, helped his mother, sisters and brothers, especially in the famine. The main desire of the young A. I. Sembaev was to raise the level of education not only of his own, but also of his compatriots, so he chose pedagogy as his vocation.

Education

In 1925 he graduated from the Karkaraly Pedagogical College, began teaching activities in 1926 as an elementary school teacher in the city of Karkaralinsk ( Kazakh. Karagaraly ). In 1932 he graduated from the Department of Chemistry of the Kazakh State University as part of the first graduation (now the Kazakh National Pedagogical University named after Abai - KazPI named after Abai).

Career

After graduating from the institute in 1932, A. I. Sembaev remained in Almaty , worked in the People’s Commissariat of Education of the Kazakh SSR as a methodologist, then as an inspector of school management.

  • From 1940 - 1941 - he worked as a teacher, then rector of the Kazakh Agricultural Institute (Kazakh Agricultural Institute) (now the Kazakh National Agrarian University ), began work on a Ph.D. thesis in chemistry.
  • In 1941 , in the initial period of World War II, he was drafted to the front and served as part of the chemical defense unit.
  • From December 1941 to 1955 - Commissar of Education of the Kazakh SSR, later Minister of Education of the Kazakh SSR.
  • In 1954 he defended his thesis on the topic "Kazakh Soviet School from the Great October Revolution to primary education of universal education (1917-1950)."
  • From 1955 to 1963 - Vice-Rector for Academic Affairs, Head of the Department of Pedagogy and Psychology of Kazakh State University named after S. M. Kirov (now Kazakh National University named after al-Farabi ).
  • From 1963 to 1974 - Director of the Scientific Research Institute of Pedagogical Sciences. Ibrai Altynsarin at the Ministry of Education of the Kazakh SSR.
  • In 1965 , according to the totality of the work, he was awarded the degree of Doctor of Pedagogical Sciences.
  • Since 1967 - professor, corresponding member of the Academy of Pedagogical Sciences of the USSR.

Abdykhamit Ibneevich Sembaev was three times a deputy of the Supreme Council of the USSR, was elected to the Supreme Council of the Kazakh SSR, was a member of the Central Committee of the Communist Party of Kazakhstan.

Scientific activity

The main direction of scientific research of A.I. Sembaev is the problems of the historical development of public education and the formation of teaching methods and didactic approaches in national schools of Kazakhstan from the middle of the 19th century to the second half of the twentieth century. A. I. Sembaev investigated the history of the development of not only the Kazakh, but also the Kazakh-Uyghur and Russian-Kazakh schools. He led the development of the scientific foundations of the theory and practice of school affairs in the republic. He prepared 15 candidates of sciences in the field of pedagogy. Despite the difficulties of the ideological order, A. I. Sembaev as a minister, later as the leading teacher of the republic, supported the education in the Kazakh language as much as possible, and initiated the creation of original textbooks and manuals in the Kazakh language. The author of more than 80 scientific papers, including several monographs.

Repression

During the Stalinist repressions of 1937-1938, Abdykhamit Ibneevich Sembaev was accused of false denunciation of hiding his social origin and ties with the enemies of the people, was deprived of all posts, expelled from the party. He and his wife Magi Makhmudovna lost their job, with two young sons they were evicted from the apartment and actually ended up on the street, moving from one random housing to another. At this time, Magi Makhmudovna was pregnant, waiting for the birth of twin daughters. After the birth of their daughters in March 1938, the youngest daughter Rauz was forced to send his family to the parents of Magi Makhmudovna in Akmolinsk to be raised. In 1938, after examining the Sembaev case in the city party committee, he was reinstated in the party and in office.

In the early 1950s, a campaign against nationalism began. Stalin at the XII Congress of the RCP (B.) In 1923 proclaimed: "A decisive struggle against the remnants of Great Russian chauvinism is the first next task of our party." But over time, the struggle against remnants of great-power chauvinism yielded to the requirements of building a supercentralized state and reducing the influence of national governments in the Union republics of the USSR. The struggle against the national intelligentsia intensified, the Russian language gradually became the single language of office work, the central government in Moscow demanded to accelerate the Russification of the educational process in Kazakhstan. The persecution of Abdykhamit Ibneevich Sembaev began after, by his order, the works of Kazakh authors and akyns of the 19th century were included in the textbooks of Kazakh literature for secondary schools. The Minister of Education at a meeting of the Bureau of the Central Committee of the Communist Party of Kazakhstan received a severe reprimand with entry in the party card for "nationalist mistakes" made in the textbooks of Kazakh literature for high school. At that time, the First Secretary of the Central Committee of the Communist Party of Kazakhstan was Zhumabay Shayakhmetovich Shayakhmetov , who highly appreciated the talent and merits of Sembaev in organizing the public education system in the Kazakh SSR, his integrity, hard work, ability to lead people and supported his party minister of education through a difficult time for him.
