Biography

Born June 30, 1966 in Moscow in a family of employees.

He has three higher educations: technical ( RGUTiS ), economic ( Moscow State University named after MV Lomonosov ) and legal ( RGGU ). He underwent training and advanced training in the organization of health care and the management of medical institutions.

From 1988 to 1992, he worked and carried out entrepreneurial activities in the light industry (Moscow Regional House of Models [1] , the joint Soviet-Swiss company Interekspressiya [1] , the small enterprise Khars [1] . In June 1991, the newspaper Moskovskaya Pravda publishes an article by T. Garmise, “Khars is almost invisible,” which discloses the production volumes of the Khars small enterprise belonging to A. Khaminsky, comparable with those of large sewing factories [7] .

Since 1992 he has been working in the field of financial, arbitration, administrative and criminal law.

In 2015, A. Khaminsky acted as a guest editor, and in 2016 he was appointed editor-in-chief of the first Jewish glossy magazine Moscow-Tel Aviv [23] .

Since 2016, A. Khaminsky has been the publisher and editor-in-chief of the glossy magazine “AH!” [4] .

Community Activities

Alexander Khaminsky is engaged in public activities, is an expert and consultant to public authorities. He advocates bilateral cooperation between government bodies and civil society institutions [24] .

Participates in the life of the Jewish community of Moscow together with the Federation of Jewish Communities of Russia , the Congress of Jewish Religious Organizations and Associations in Russia , the Shakhar Youth Movement, the Euro-Asian Jewish Congress [25] [26] [27] [28] and the Russian Muftis Council [29] .

Since 2018 - expert on legal issues and public health issues of the Presidential Council for the Development of Civil Society and Human Rights (HRO). Psychiatry

In 2010, at the expense of A. Khaminsky, the Scientific and Diagnostic Center for Clinical Psychiatry was founded - a non-governmental medical institution with a psychiatric profile, which, in addition to diagnosing and treating mental disorders [21] , carries out scientific activities, psychiatric examination and forensic psychiatric examination [61] .

Since 2010, A. Khaminsky has been the chairman of the Board of Directors of the Center, and in 2013 he was appointed its general director [1] .

The main goal of the Center’s scientific activity is to create a system of biochemical markers of neuropsychiatric diseases. The Center has a scientific council that addresses current issues of psychiatric care, reports the results of scientific research, and conducts clinical reviews. In May 2011, under the auspices of the Committee of the State Duma of the Russian Federation for Health Protection, the Office of Rospotrebnadzor for the city of Moscow, the Department of Health and Education of the city of Moscow, the Center organized the first socio-political forum "Mental health of the younger generation - the common concern of the state and society" [62] .

Since 2013, the Center has been continuously operating the Commission for the examination of citizens for evidence of sex reassignment surgery [21] .

In 2014, in St. Petersburg, within the framework of the XVII World Congress of the World Association of Dynamic Psychiatry, the All-Union Scientific and Practical Conference with international participation "Interdisciplinary approach to understanding and treating mental disorders" was held with the participation of specialists from the Center. At the conference, the scientific adviser of the Center, professor, Ph.D. VB Viljanov presented the report “VAL66MET BDNF, VAL158MET COMT AND GLU713LYS ANKK1 Polymorphism in Patients with Mental Pathology” [63] , based on the results of scientific studies in the field of the influence of genetic factors on the development of mental disorders initiated and financed by the chairman of the Board of Directors of the Center A. Khaminsky [64] [65] .

In 2015, at the XVI Congress of the Russian Society of Psychiatrists in Kazan, five reports were presented, written by Alexander Khaminsky in collaboration with doctors and researchers of the Center on the effects of genetic factors, assessing the results of electroencephalography (spectral and coherent analysis) on the dynamics of the development of mental disorders, methods treating early childhood schizophrenia [66] .

In 2015, the Institute of Psychotherapy and Clinical Psychology together with the Center held the first All-Russian scientific and practical conference “Actual Issues of Cognitive Psychotherapy, Neurology and Psychiatry”, at the opening of which the chairman of the organizing committee of the forum, Alexander Khaminsky, made a presentation on the organization of interaction of various specialists in diagnosis and treatment cognitive diseases.

In 2015, under the editorship of the Center’s leaders A. M. Khaminsky, V. B. Villanov, S. A. Nemkova, a collection of scientific papers “Actual Issues of Psychiatry, Neurology and Psychotherapy” was published, dedicated to the Center’s fifth anniversary [67] .
