Angelo de Oliveira Segrillo ( port. Angelo de Oliveira Segrillo ) (born October 4, 1958 , Rio de Janeiro ) is a Brazilian historian who specializes in the study of Russia , as well as comparative studies of Russia, the West and Brazil . Biography
He studied at the American University of Missouri , received a master 's degree at the Pushkin State Russian Language Institute in Moscow and a Ph.D. from the Brazilian Federal University Fluminense . Currently a professor of modern history at the University of São Paulo [1] [2] .
Professor Segrillo's doctoral dissertation (published under the title O Declínio dá URSS: um estudo das causas (“The Decline of the USSR: A Study of Reasons”)) was the first major Brazilian scientific work using research in the formerly closed Soviet archives. He analyzed the decline of the Soviet economy in its last decades, not as a purely internal process, but as a process associated with changes in the global economy, which went from Ford to post-Ford paradigms. A tough, vertically-oriented Soviet system was competitive with the West in previous decades, when the same tough, vertically-oriented fordism prevailed. However, when flexible post-Fordist paradigms (such as toyotism) appeared and established new rules of the game, the USSR found it difficult to adapt to these new demands for flexibility [3] .
A special place among other books written by Angelo Segrillo in Portuguese is occupied by Rússia e Brasil em Comparação (“Russia and Brazil in Comparison”, a comparative analysis of Russian and Brazilian political parties in the process of democratization since 1985) and Rússia : Europa ou Ásia? (“Russia: Europe or Asia?”, On the debate between Westernizers, Slavophiles and Eurasians, and how these identity issues affect Russian foreign policy today between East and West).
Professor Segrillo proposed a new index for the joint measurement of political and economic democracy in his article Liberalism, Marxism and Democratic Theory Revisited: Proposal of a Joint Index of Political and Economic Democracy [4] . He also presented the first complete translation of the table of the ranks of Tsar Peter I in English and Portuguese [5] [6] .
