Nekrasov, Alexander Nikolaevich

Born on June 20, 1963 in the city of Severodvinsk, Arkhangelsk Region ^[1] . His parents were workers ^{[2] [3]} . He graduated from high school in 1977, and in 1978 entered the Severodvinsk Polytechnic College, which he graduated in 1982. In 1983 he began training at the Karelian Pedagogical Institute . At the same time, he began his career ^[2] . Member of student organizations and social movements, mostly left-wing ^[1] . The period from September 1985 to August 1987 devoted to the field of education ^[3] . He worked for more than five years in his native Severodvinsk in the field of construction ^[4] . By the time he moved to St. Petersburg, he graduated from the Karelian Pedagogical Institute.

In 1992 he entered the Leningrad State University at the Faculty of Economics, which he successfully graduated in 1998. Since November 1994, he worked in the construction industry of St. Petersburg. November 12, 1997 ^[2] was appointed Executive Director of the Leader LLC ^[4] . On October 5, 2001, he was appointed General Director of LLC Leader SPb. In 2007 he was appointed Director of Stroy Lux LLC. In October 2010, he was accepted to the post of General Director of MSC LLC, but resigned in July 2011 ^[2] . Co-owner of one of the largest construction holdings in Russia - “Leader Group”.

December 21, 2011 Nekrasov was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the VI convocation, served as deputy chairman of the State Duma Committee on Land Relations and Construction ^{[5] [6]} . The first bill was published on April 26, 2012 ^[7] . He was one of the initiators of the draft amendment to the Constitution of the Russian Federation “On the Administration of the President of the Russian Federation” ^[8] .

The seventh convocation of the State Duma was nominated by the Communist Party of the Russian Federation according to the list of Kostroma region ^[9] . In 2016, he was re-elected for a second term. Inaugurated as Deputy Chairman of the State Duma Committee on Energy ^[10] .

Married, four children ^[3] . He is fond of fishing, reads a lot ^[11] .

From 2011 to 2019, during the exercise of the powers of a deputy of the State Duma of the VI and VII convocations, he co-authored 25 legislative initiatives and amendments to draft federal laws ^[12] .

In 2012, in the ranking “Power and Money” took 22nd place with an income of 400 million rubles ^[13] . The income of the Nekrasov family in 2015 amounted to 860 million rubles, which allowed him to take 6th place in the rating ^[14] . On February 8, 2013, Vitaly Karyakin, Nekrasov’s assistant, burst into the housing and communal services office drunk and started breaking down various equipment and shooting windows from a paintball gun ^{[19] [20] [21] [22] [23]} . After that, Nekrasov immediately fired Karjakin, and a criminal case was opened against the ex-deputy’s deputy ^{[24] [25] [26] [27]} .

In November 2017, Galina Zaitseva, Nekrasov’s assistant, was found guilty of ordering an article denigrating the business reputation of the Communist Party deputy Vyacheslav Golikov. The court ordered Zaitsev to pay 20 thousand rubles of compensation to the victim ^[28] .
