History

After the collapse of the Russian Empire, the Egyptian government, which was under the protectorate of Great Britain, did not recognize Soviet power. In 1922, Great Britain formally recognized the independence of Egypt, abolished the protectorate and transformed the Sultanate of Egypt into the Kingdom of Egypt . Soviet Russia made attempts to establish diplomatic relations with Egypt from the beginning of the 1920s, but failed. Only in 1928 did they manage to agree on direct trade relations.

In April 1936, the Egyptian king Fuad I died and the only son Farouk inherited the throne. He was crowned in July 1937. And in August 1936, when the regency council ruled, Great Britain and Egypt signed an agreement according to which Egypt became a completely independent state, but British troops remained in the Suez Canal zone for another 20 years.

In the early 1940s during World War II, Egypt, formally remaining neutral, became the site of the battle of the Axis forces ( Germany and Italy ) and the allied forces ( Great Britain , Australia , New Zealand , the Union of South Africa and British India ) during the North African campaign . In November 1942, at the battle of El Alamein, British troops defeated the North African Italo-German group, and by the beginning of 1943, after the Battle of Stalingrad, it became clear that the defeat of the Axis countries was only a matter of time. After these events, on May 29, 1943, the Egyptian government decided to establish diplomatic relations with the USSR, and on June 30 adopted an appropriate resolution. Negotiations were conducted by the Soviet Plenipotentiary in Great Britain Ivan Maysky and the Egyptian Ambassador in London ( English Hassan Pasha Nashat ).

On August 26, 1943, Ivan Maisky met in Alexandria with the head of the Egyptian government, Nahhas Pasha , received official consent to establish diplomatic relations, and agreed on the text of a joint communique with him. [one]

The first Soviet ambassador in Cairo was appointed N.V. Novikov . In October 1943, King Farouk I issued an agreman to his appointment as envoy, and on December 26, 1943, the presentation of credentials took place in the throne room of the Abdinsky Palace .

Embassy Building

Arriving in November 1943 in Cairo, the first Soviet ambassador Nikolai Novikov was initially accommodated in a hotel. Soon, the Soviet Union in Cairo rented a plot with a building and a garden on the island of Gezira in the Zamalek quarter. [2]

In the 1950s, in addition to the embassy and trade mission in Cairo (Zamalek, 19 Aziz Abaza Str.), Consulates were opened in Alexandria and Port Said . Also in Cairo, it was possible to create a small cultural center of the embassy. Its first director was an Arabist Pavel Bulgakov .

Later, embassy staff found a site for the construction of a new building of the Soviet embassy. In 1966, a new building of the USSR Embassy was built in the Dokka area. In 1965, architects A. T. Polyansky , V. V. Belov, V. F. Demin and engineer B. A. Egerev were engaged in its design. [3]
