The flag of the Turkmen Municipal District of the Stavropol Territory of the Russian Federation is an identification and legal sign drawn up and used in accordance with the rules of vexillology , which serves as the official symbol of the municipality and reflects historical, cultural, socio-economic, national and other local traditions.

This flag was approved on November 21, 2014 by the decision of the Council of the Turkmen Municipal District of the Stavropol Territory No. 127 [1] and entered into the State Heraldic Register of the Russian Federation with assignment of registration number 9993 [2] .
Description
The description of the flag of the Turkmen Municipal District of the Stavropol Territory reads as follows:
The flag is a rectangular panel with a width-to-length ratio of 2: 3, consisting of three vertical stripes, correlated in width as 3: 2: 3, red, yellow and red, in the center of which is a wheat sheaf , on a yellow color, on red - yellow.

Symbolization Justification
The flag was developed on the basis of the coat of arms of the Turkmen municipal district of the Stavropol Territory [1] .
Turkmen district was founded in 1920. The dominant population of the region is Russians (68.8%), who mastered these lands since the end of the XVIII century, and Turkmen (19.2%), who settled here in the XVII century. By the name of this ethnic group the region is named. In addition, Tatars (5.6%) and representatives of other nationalities live in the district [1] .
The flag of the Turkmen region expresses with its main idea the desire of the local population and local authorities for unity and prosperity. The idea of unity is enhanced by a golden and scarlet (red) sheaf on yellow — red, on red — yellow. The eleven ears gathered in it symbolize the number of rural settlements in the district. They are united in a single sheaf, which is a symbol of their unity and strength. At the same time, the sheaf means the joint work of Russian peasant farmers and Turkmen who, from the nomadic way of life, moved to settled life and successfully mastered agriculture. Red color, in addition to its solar values, means perseverance and dedication in overcoming the obstacles and difficulties in the way of the goal. Gold color symbolizes wealth and respect [1] .
Yellow color (gold) symbolizes enlightenment, masculinity, non susceptibility to damage, wisdom, fortitude, honor, wealth, light, illumination, harmony, truth. The red color (scarlet) symbolizes faith, great martyrdom, the zenith of color, militancy, dignity, courage, strength, fearlessness, perseverance, generosity, celebration, bravery [1] .
History
Work on the establishment of official symbols of the Turkmen municipal district of the Stavropol Territory began in 2011 [3] . For this purpose, a working group was formed to coordinate the projects of the graphic image (drawing) of the coat of arms and flag, the development of which involved heraldist artist S. E. Mayorov [4] [5] .
In 2013, drafts of the coat of arms and flag of the Turkmen Municipal District, prepared by S. E. Maiorov, were reviewed at a meeting of the district council. In the course of further work on the projects, the artist took into account the comments and suggestions made by the deputies of the Council, after which the district’s symbols in a new form were presented at a meeting of the heraldic commission under the governor of the Stavropol Territory [5] .
On March 26, 2013, the District Council approved the Regulations on the flag of the Turkmen Municipal District of the Stavropol Territory [6] . Description of the flag adopted by the deputies read:
The flag is a horizontal panel with a 2: 3 aspect ratio, vertically divided into three equal parts: golden (yellow), green (green), golden (yellow). On a green strip is a golden (yellow) sheaf of wheat about eleven ears.

On December 24, 2013, by the decision of the Council of the Turkmen Municipal District No. 81, the Regulations on the flag were amended in accordance with which the description of this flag looked as follows:
The flag is a horizontal panel with a 2: 3 aspect ratio, vertically divided into three equal parts: the scarlet (red), gold (yellow), and scarlet (red). On a golden strip of red sheaf of wheat about eleven ears.

The Heraldic Commission under the Governor of the Stavropol Territory approved this symbolism and recommended sending it to the Heraldic Council under the President of the Russian Federation [8] . However, this option did not pass the state examination, as the projects of the coat of arms and flag of the Turkmen district had “complete similarity with the already approved coat of arms of the Komsomolsk village council of the Tambov region ” [9] [10] .
In accordance with the recommendations of the Heraldic Council, S. E. Mayorov developed a new emblem of the Turkmen municipal district: “In a double-cut field, chervlen, gold, chervlen, wheat sheaf about eleven ears of variable colors” . The same composition was placed on the flag of the district. These projects were supported by the district administration and approved by the heraldic commission under the Governor of the Stavropol Territory, which recommended sending the coat of arms and flag to the Heraldic Council under the President of the Russian Federation for consideration [10] .
On the eve of the celebration of the 45th anniversary of the formation of the Turkmen district, the emblem and flag of the municipality after passing the examination in the Heraldic Council were entered into the State Heraldic Register under the numbers 9992 and 9993 [11] [12] .
On November 21, 2014, by the decision of the Council of the Turkmen Municipal District No. 127 [1] , the provisions on the emblem and flag of the Turkmen District, approved on March 26, 2013, were again amended. The emblem "became a shield with a sheaf of alternating colors, twice dissected into chervlen, gold and chervlen" . The description of the flag, compiled on the basis of this emblem, has changed [2] .
On March 18, 2015, in the Stavropol State Museum-Reserve named after G. N. Prozritelev and G. K. Prava, the deputy head of the administration of the Turkmen municipal district, Yu. F. Lysenko, were given certificates of state registration of official symbols of the municipality — the emblem and flag [3] .
