History

After the defeat of the Ottoman Empire in World War I , the occupation in 1919 by troops of the Entente and the United States and the division of the territory in the country, resistance arose led by army officers led by General Kemal Pasha. By January 1920, the country, in fact, had dual power - the Sultan government in Istanbul and the opposition in the eastern part of Turkey - Anatolia, with its center in Ankara. On April 23, 1920, Mustafa Kemal convened in Ankara and headed the new parliament - the Turkish Grand National Assembly . And on April 26, Kemal Pasha turned to Soviet Russia with a request for help and with a proposal to establish diplomatic relations and conclude a military alliance. [one]

On June 2, 1920, the People's Commissar for Foreign Affairs of the RSFSR G.V. Chicherin sent Mustafa Kemal a letter acknowledging Soviet Russia’s independence of Turkey and proposing to establish diplomatic and consular relations immediately. The letter also reported the sending to Turkey of a representative of the Soviet government. Soon, a Turkish delegation led by the Minister of Foreign Affairs of the Kemalist government, Bekir Sam-Bey, arrived in Moscow to negotiate a mutual assistance treaty.

On October 4, a Russian diplomatic mission arrived in Ankara, leaving Moscow on July 2. The plenipotentiary representative of the government of the RSFSR in Ankara was appointed Shalva Eliava , who, however, was unable to leave for Ankara. He was temporarily replaced by the embassy adviser Ya. Ya. Upmal-Angarsk . On the day the delegation arrived, the embassy visited Mustafa Kemal .

On November 7, 1920, the opening ceremony of the Soviet embassy, ​​the only foreign diplomatic mission in Ankara, took place.

On November 29, 1920, Kemal telegraphed to the narcotic foreign affairs officer of the RSFSR Chicherin the answer to the letter of July 2. Thus, from June 2 to November 29, 1920, diplomatic relations were established between Soviet Russia and Kemalist Turkey.

On March 16, 1921, Kemalist Turkey concluded a treaty of friendship and brotherhood with Bolshevik Russia, the so-called Moscow Treaty . On July 20, 1921, the agreement was ratified by the All-Russian Central Executive Committee, and on July 31, 1921, by the Turkish Grand National Assembly). Embassy Building

The first building of the Soviet embassy (embassy) in Ankara has not been preserved. It burned down in 1922 from arson. After that, the embassy was forced to stay in a temporary building, until in 1924 a new stone building was built on the site allocated by Ataturk in the Kavaklyder district of the Cankaya district. The project was carried out by G. M. Ludwig [2] , and Yuvstroy was engaged in the construction (one of the branches of the Gosstroy ). In 1960, in the same area of Cankaya , but a little to the south, a complex of buildings of the USSR Embassy was built on Karyagdy Street. The project in 1958 was completed by architects I. E. Rozhkin and V. Bogdanov. [4] The former building was transferred to the USSR Trade Representation in 1961 and rebuilt (now the Trade Representation of the Russian Federation in Turkey occupies the building) [5]

In January 2017, Karyagdy Street ( tour. Karyağdı Sokağı ), on which the embassy is located, was renamed Andrei Karlov Street ( tour: Andrey Karlov Sokağı ), in memory of A. G. Karlov - about the Russian after who was shot dead in December 2016 . [6]
