Biography
He graduated from the Kirovograd Pedagogical Institute named after A. Pushkin, then - the history department of the Poltava Pedagogical Institute . V. G. Korolenko. He worked in Kirovograd , Svitlovodsk , then in the Olympiad-80 sector of the Komsomol Central Committee (Moscow), after 1980 - in the Department of sports and mass defense work [1] .
1987–1990 - Advisor on the youth movement, entrepreneurship and tourism in Laos . In 1991-1996 he worked in a joint venture in a travel company [1] .
From 1996 he worked in the structures of the Russian service for the preservation of cultural values: Deputy Head - Head of the Department for the Preservation of Cultural Property [1] [2] , from November 13, 2010 [3] to February 8, 2011 - Acting Head of the Federal Service for Supervision compliance with legislation in the field of cultural heritage protection . Since 2011 - Advisor to the Minister of Culture of Russia [4] . Involved in the return of works of art stolen and exported from the country [4] ; since 2006, has published catalogs of works of art that are wanted, and fakes [5] .
He was a member of the presidiums of the Sailing Sports Federation, Chess [1] , the Council of the Moscow Branch of the Russian Military Historical Society [6] ; He was First Deputy Chairman of the Board of the Russian-Laotian Friendship Society, President of the Friends of Thailand and Laos Club.
He was keen on philocarty , phaleristics , local lore, in particular, he studied the history of Elisavetgrad and the Elisavetgrad cavalry school, as well as military history and relations with the Russian emigration [1] [7] .
