Biography
Born in St. Petersburg on December 6 ( 17 ), 1784 . He came from the noblemen of the Penza province Khatovs , the son of a state adviser Ilya Merkulovich Khatov (1744-1800); brother of General Alexander Ilyich Khatov .
He was brought up in the Imperial land gentry cadet corps under the directors Count Anhalt and Kutuzov (later Prince Smolensky) and in 1800 he was promoted to ensign in the Polotsk Musketeer Regiment , and two years later, with production as second lieutenant, he was transferred to the First Cadet Corps as a duty officer. In addition to overseeing the cadets, he was entrusted with teaching in high school the Russian language and situation.
In 1820, Ivan Ilyich Khatov was appointed the duty staff officer under the chief director of the page and cadet corps (hereinafter referred to as the Main Directorate of military educational institutions ), and in 1834 - the director of the Aleksandrovsky juvenile cadet corps .
Khatov took a very active part in the work of the “Committee on the Compilation of Military Combat Command,” drew up all the drawings and plans of this charter. He also translated from German “On the attack and defense of fortresses” (1811), “Field fortification” (1812), “Manual on shooting places using the mensula” (1812) and “Military regulations on the infantry and cavalry service of the Prussian troops” (1813 ); from French - “A Memorial Book for Military Men”, printed in 1818 at the expense of His Majesty’s Cabinet . Over the past two labors, diamond rings have been bestowed upon him.
In 1834, Khatov was promoted to major general , in 1845 - to lieutenant general ; For 75 years he was in officer ranks, and most of his service was devoted to military training activities. Khatov had a unique award - the distinction of the immaculate service for LX years. Also he was granted 2000 acres of land (1821); a snuffbox with a monogram named E.I.V., decorated with diamonds (1850) and a snuffbox with a portrait of E.I.V. (1853).
He died on October 31 ( November 12 ), 1875 in St. Petersburg . He was buried in the Sergiev Seaside Desert [1] .
Already after his death, his work of 1840, “The Question of the Death Penalty in Siberia”, was published in Ancient and New Russia (1877, II vol.) [2] .
He was married to Olga Alekseevna Hatova (nee Skrypitsyna; 1797-1873); In marriage they had three children (Elizabeth, Olga and Alexey).
