The article provides information on the composition of the Cabinet of Ministers of the USSR under the chairmanship of V. S. Pavlov , which operated from January 14 to August 28, 1991 [1] .

The names of the posts of members of the Cabinet of Ministers of the USSR are given as they are officially named. The chairmen of state committees had the status of ministers.

The heads of some central governing bodies of the former Council of Ministers of the USSR were not reassigned as members of the Cabinet of Ministers: Minister of Aviation Industry Apollon Systsov , Minister of Foreign Economic Relations Konstantin Katushev and Chairman of the USSR State Committee for Public Education Gennady Yagodin [2] . By presidential decree of August 22, 1991 No. UP-2444, all members of the State Emergency Committee were removed from their posts, however, despite this, Pavlov V. S., Kryuchkov V. A. and Yazov D. T. were relieved of their duties as members of the Cabinet of Ministers of the USSR special decrees (No. UP-2443, No. UP-2447a and No. UP-2445, respectively), which were submitted for approval by the Supreme Soviet of the USSR, but were not approved by him (except for the decree on Pavlov) [76] [77] .

On August 28, 1991, the Supreme Soviet of the USSR approved the resignation of Pavlov [1] and expressed no confidence in the Cabinet of Ministers of the USSR [78] , which in both cases entailed the resignation of the union government in accordance with Art. 13 and 14 of the USSR Law "On the Cabinet of Ministers of the USSR" and Art. 130 of the Constitution of the USSR (as amended on December 26, 1990). Thus, the Cabinet of Ministers was twice dismissed. According to part 3 of article 13 of the USSR law "On the Cabinet of Ministers of the USSR", members of the government continued to work in the rank of and. about. until November 26, 1991, when they were all fired by special decree of the President of the USSR No. UP-2884 [9] .
