Dmitry Gennadievich Gusev ( July 23, 1972 , Sverdlovsk ) is a Russian pro-Kremlin political scientist and political strategist , and is one of the best political strategists in Russia according to the Common newspaper [1] and the election association of political technologists [2] .

Biography
He graduated from the Faculty of Philosophy of the Ural State University named after A.M. Gorky ( 1994 ).
After graduation, together with Oleg Matveychev , Renat Khazeyev and Sergey Chernakov, he founded the Bakster group [3] .
Since 1996, he participated in more than 200 political campaigns , including in legislative assemblies of the regions of the Russian Federation , deputies of the State Duma , heads of cities and constituent entities of Russia, as well as in campaigns in Ukraine , Kazakhstan , other CIS countries and Eastern Europe . According to the “General newspaper” , Gusev works mainly in the Urals , has an aggressive style of conducting political campaigns. Political analyst Konstantin Kalachev said that the appointment in 2014 of Dmitry Gusev before the election to the position of Deputy Department of the territorial bodies of the Government of Moscow "betrays the uncertainty of the mayor's office in these elections." [6]

Career
From 1996 to 2001 he was a deputy of the Yekaterinburg City Duma [10] .
From 2001 to 2013, he was actively involved in political consulting and campaigning.
In 2014, he transferred to the civil service as Deputy Head of the Department of Territorial Bodies of the Government of Moscow [11] .
In 2015, he became an adviser to the chairman of the Moscow City Duma .
Currently, the head of the Bakster group agency, is engaged in political consulting.
