Biography

Vladimir Medyanik was born on June 13, 1970 in Voroshilovgrad , USSR .

In 1987 he graduated from an experimental specialized class (programming, mathematics, physics) of secondary school No. 17 of Voroshilovgrad.

After graduation, he entered the Voroshilovgrad Engineering Institute at the Faculty of Transport, where he studied during 1987-1990.

In 1988-1989 he served in the ranks of the Armed Forces of the USSR.

In 1990, he entered Donetsk University of Economics and Trade , where in 1994 he received a diploma in " economist- manager of management".

The author of a number of scientific papers: 1993-2001.

In 2001, he received a Ph.D. in economics, defending a dissertation on the “Compensatory opportunities of small and medium-sized enterprises” at the East Ukrainian National University named after Vladimir Dahl .

At 22, he created and headed his first enterprise, Trade Impex.

Business

Lugansk City Council (2002-2012)

In 2002, he was first elected to the Lugansk City Council in the majority district of the Leninsky district of Lugansk, where V. Medyanik was born and lived.

In 2005 he headed the city organization of the presidential party Our Ukraine . In 2006, before the local elections, he quit the party for ideological reasons and because of disagreement with the party's "regional" regional politics.

In 2006, he ran for mayor of Lugansk. During the election, he was the leader in opinion polls and exit polls , however, according to the results of the vote count, he lost the election to the henchman of the RSA.

In 2010, he was re-elected deputy of the city council of Lugansk. He headed the budget commission. During the year, under his supervision, the city bus fleet (GAP) was completely restored, and the city council purchased more than 40 new buses.

Public transport on the initiative of V. Medyanik, supported by the City Council, transported free of charge privileged categories of citizens. Medyanik.

In 2001, to coordinate social projects that have been implemented since 1998, V. Medyanik, along with a number of activists and not indifferent to the fate of the townspeople, created the Lugansk Asset public organization and was elected its chairman.

Vladimir Medyanik initiated a number of socially significant projects, including the project “Let's return yards to children” (1) . Within the framework of this project, from 2001 to 2014, 176 courtyards of apartment buildings were restored and improved, and playgrounds and sports grounds were built and installed (2) . On the initiative of Medyanik, the city council adopted a moratorium on the allocation of land in the courtyard for commercial activities.

As a major entrepreneur, Medianik has always been a supporter of socially responsible business. In particular, he opened in Lugansk and the region a network of Prodtorg Sovetsky social grocery stores (3) (4) , in which goods of agricultural enterprises and food were sold at wholesale prices without a trade margin to pensioners, low-income citizens and privileges of the region.

A bakery shop was also opened, which provided Prodtorg Sovetsky with bakery products at cost. Copperman personally controlled the quality of goods in social stores.

All projects of the public organization "Lugansk Asset" were funded and implemented with the help of the business of V. Medyanik. The public council of the Lugansk Asset, together with representatives of the OSMD, the quarterly council (private sector), and members of the Lugansk community at regular meetings, determined the public importance of projects and their priority, as well as implementation schedules and their targeting.

The main directions and projects:

"Health" - the provision of medicines to the poor, needy, pensioners, the disabled and large families.

“Security” - installation of metal, code entry doors in more than 100 houses, restoration of street and intra-quarter lighting, restoration of pavement (asphalt, slabs) in the streets and yards of Lugansk, equipment for pedestrian crossings (lighting, marking, speed bumps) near schools, kindergartens, residential areas.

"Sport for children" - equipment for sports fields, football and basketball / volleyball fields, providing sports equipment for "yard" children's teams. And many other projects.

Verkhovna Rada of Ukraine. Political Activities

Since 2012 - Member of the Verkhovna Rada of Ukraine of the VII convocation .

In 2012, he won a landslide victory in the 109th majoritarian election district in the Verkhovna Rada of Ukraine (Lugansk, Krasnodonsky district, Krasnodon, Molodogvardeysk, Sukhodolsk) (5) . The success in the elections was due to many years of work (p.) As a deputy of the city council of Lugansk and the implementation of numerous social projects on an ongoing basis.

V. Medyanik is the author of a number of bills and legislative initiatives (6) aimed at strengthening the role of local self-government, development of the coal mining industry, transport infrastructure of Ukraine and social protection of citizens.

Having become a people's deputy, he invested both from the deputy fund and his own in the development of the infrastructure of his district (11) . As a public figure, he dealt with the key issues of citizens. He helped and supported veteran organizations, schools, kindergartens, medical institutions, and was engaged in landscaping (8) .

He systematically assisted in resolving social issues, allocated funds for the repair of schools and kindergartens (9) , constantly provided financial assistance for the treatment of disabled people, poor and large families.

Effectively and successfully established cooperation between local authorities, city mayors and chairmen of village councils with relevant ministries for a high-quality solution of problems in healthcare, education, social policy, transport and infrastructure sectors of the region.

Organized and sponsored sporting events (7) , cultural events, concerts, supported schools, universities and creative teams.

He provided almost all district schools with computer classes (10) , libraries, sports equipment, school buses.

Helped a geriatric boarding house in Lugansk. He restored and financed the equestrian school of the Lugansk region, in which children and youth engaged in dressage and jumping on a free basis (13) . Having become the president of the Equestrian Federation of the Lugansk Region (12) , he organized tournaments and competitions of both regional and national levels.

As a deputy, he organized the active work of the public reception (14) . In 2012 alone, about 8,000 appeals of district citizens were processed and positively resolved. Similar statistics for 2013-14 years.

He was engaged in issues of water supply and gasification of settlements, repair of roads and entrances.

It was also noted the constant effective interaction of the deputy with the leadership and staff of the enterprises of the district, aimed at solving social, industrial, legal issues and interaction with authorities.

Political Persecution

On August 6, 2016, as part of a criminal investigation into the former head of the Party of Regions faction in the Verkhovna Rada of Ukraine, Alexander Efremov, the former deputy from the Party of Regions, Vladimir Medyanik, was detained by the Prosecutor General of Ukraine (15) (16) .

He was suspected of committing deliberate actions to change the borders of Ukraine and violate the constitutional order (part 3, article 110 of the Criminal Code of Ukraine) and to commit organizational and other assistance to the creation and activities of the terrorist organization “ Lugansk People’s Republic ” (part 1, Art. 256-3 of the Criminal Code of Ukraine) (17) (18) .

On August 8, the Pechersky District Court of Kiev arrested Vladimir Medyanik, after which the ex-deputy was placed in the SBU pre-trial detention center.

On October 1, 2016, Vladimir Medyanik, being in the SBU pre-trial detention center, in response to an unlawful extension of his arrest until the end of November 2016, went on hunger strike, demanding a simultaneous interrogation (confrontation) with witnesses Landik, Ivanov, Grekov, on the testimony of which the SBU built charges against ex-deputy (19) (20) .

Subsequently, none of the witnesses listed confirmed that Vladimir Medyanik was charged with suspicion. Video with joint interrogations of the so-called witnesses hit the Internet (21) (22) . As a result, the case against the politician completely collapsed.

Most experts, political scientists and politicians have publicly argued that the case against Medyanik and his arrest were caused by the political situation and the desire of the investigation and the prosecutor's office to “knock out” from Medyanik the evidence against fellow politicians and acting deputies of BP. Vladimir Medyanik refused to agree to an investigation.

Subsequently, the Prosecutor General Yury Lutsenko said that if there is insufficient evidence against Medyanik, he will not be prosecuted and will be released. The Prosecutor General also noted the positive role of Medyanik as a representative of the state and BP during the negotiations (23) (24) .

The parliamentary speaker Andrei Parubiy supported this position. He stated that Medyanik himself offered his services in the negotiation process, organized it in his office, unlike other representatives of the authorities, at a difficult time for the country as a negotiator took a state position (25) .

During the fighting, he provided for the technical export of civilians and journalists, in particular, “Public Television”.

On October 24, the administration of the SBU pre-trial detention center (Kiev) released Vladimir Medyanik. All suspicions were removed from him, and the Prosecutor General of Ukraine closed criminal proceedings against the politician (26) .

In an interview, Volodymyr Medyanik stated that the staff of the Prosecutor General’s Office of Ukraine forced him to testify against the co-chairman of the Opposition Bloc (OB) faction in the Verkhovna Rada of Ukraine Yuriy Boyko , the deputy from the Oblast Sergei Dunaev and other parliamentary colleagues (28) .

The lawsuit is currently pending before the European Court of Human Rights (29) .
