Debry DV

The Debry-DV website was created by journalist Konstantin Pronyakin and web-programmer Pavel Bakanov.

April 20, 2006 the site was opened as an electronic private archive. The main fund of the archive consists of publications of newspapers and magazines, published books, as well as manuscripts on the Far Eastern (RF) topics. Access to archival documents is open in electronic form.

On June 16, 2011, the information of the Debris-DV media began to be distributed on the website, according to the media registration certificate ( EL No. FS77-45537 ) issued by Roskomnadzor .

In 2010, the section “Paper Newspapers” was opened on the site specifically for print media that do not have their own sites ^[7] .

On April 1, 2013, a news and operational information column was launched on the site ^[8] .

In 2015, a blog section was opened on the site ^[9] .

In 2017, the “Open palm” sign appeared in the output, which the editorial staff explained that it was “the media does not receive subsidies, does not engage in propaganda” ^[10] .

In 2010, the Khabarovsk Zheleznodorozhny District Court granted the claim ^[11] for the protection of the honor, dignity and business reputation of the State Duma deputy, Secretary of the Union of Journalists of Russia B. L. Reznik to the website and journalist Konstantin Pronyakin and sought 300 thousand rubles in compensation for moral damage ^{[ 12] [13]} .

The reason for the claim was that in 2009 two critical articles were addressed on the website to the deputy Reznik.

State Duma deputy Viktor Ilyukhin appealed to all Russian journalists to raise money for the lawsuit ^{[14] [15]} . Later, the presidium of the Khabarovsk Regional Court reduced the amount of the claim to 70 thousand rubles, recognizing the "high status of the plaintiff" Reznik in the decision as unconstitutional ^{[16] [17]} . The journalist, however, filed an application with the European Court of Human Rights ^[18] .

In 2010, the Council of Judges of the Khabarovsk Territory wrote a complaint to the public board on complaints about the press against journalists K. A. Pronyakin and I. Yu. Kharitonov in connection with publications on the Debri-DV website and in the Khabarovsk Express newspaper, stating about their bias, that their publications are aimed at lowering the authority of the judiciary and the prestige of the profession of a judge, as well as undermining public confidence in the judiciary ^[19] .

The press complaints panel did not confirm the arguments of the judges, and called on the Council of Judges of the Khabarovsk Territory to reconsider earlier decisions regarding media relations and to refrain from overly general accusations such as “undermining public confidence in the judiciary” ^[20] .

In 2011, for a reference and biographical article “The Plenipotentiary Tree of Viktor Ishaev” ^[21] , which mentioned high-ranking officials of the Far East , including Viktor Ishaev , the then plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District , to the website, the Khabarovsk Express newspaper and journalists Konstantin Pronyakina and Irina Kharitonova immediately filed six lawsuits of the same type.

The list of plaintiffs: Yu. L. Khrizman, lieutenant general, then head of the FSUE Dalspetsstroy, member of the political council of the Khabarovsk RO United Russia ; V. A. Baranov, major general of the police, ex-chief of the Internal Affairs Directorate in the Khabarovsk Territory (2001-2007); V. S. Chechevatov , retired colonel general, ex-commander of the Far East Military District troops (1992-1999); A. G. Shishkin , then deputy of the State Duma of the Russian Federation from United Russia (regional group No. 29 of the Khabarovsk Territory, Jewish Autonomous Region), now a senator from the Khabarovsk Territory, two lawsuits from V. I. Novozhilov , retired colonel general, ex-commander of the Far East Military District (1989-1992) ^{[22] [23]} .

All claimed moral damages of 500 thousand rubles per lawsuit, that is, a total of 3 million rubles ^[24] . And each lawsuit began like this: “It follows from the context of the article that a criminal community has been created in the Khabarovsk Territory - the“ tree “...”.

Journalist Irina Kharitonova stated :

“We were given a real trial in the Khabarovsk courts. It would be for what - they killed! And all because we dared to “stroke” the envoy of the envoy in the Far Eastern Federal District, Viktor Ivanovich Ishaev, against the wool. For two years we still have not left the lawsuits. And here it is useless to prove anything ” ^[25] .

The court ruled that a number of allegations were untrue and ordered the authors of the article to pay 210 thousand rubles for moral damage, in particular, to V. I. Novozhilov, 20 thousand rubles from each of the two journalists (total 40 thousand rubles) ^[26] , A. G. Shishkin - 35 thousand rubles each, V. A. Baranov - 20 thousand rubles each, V. S. Chechevatov - 30 thousand rubles each ^{[27] [28] [29] [30]} , Yu. L. Khrizman refused the claim by signing a settlement agreement.

Journalists kept a chronicle of prosecutions on the site, where they posted all the documents ^{[31] [32]} .

They also appealed to the European Court of Human Rights, filing eight applications ^{[33] [34] [35]} .

In 2012, a Russian human rights activist and senior dissident, Vladimir Shaklein, arrived in Khabarovsk, met with reporters and examined the documents of the courts, saw signs of “custom-made” court decisions ^[36] .
