Metropolitan city ( ital. Città metropolitana ) - the territorial unit of Italy , existing from January 1, 2015. The metropolitan city includes a large city and small nearby cities, which are closely associated with it economically and with the main public services, as well as cultural relations and territorial features.

History

The original law of 1990 proposed as the metropolitan cities of the commune of Turin , Milan , Venice , Genoa , Bologna , Florence , Rome , Bari , Naples and their adjacent provinces of the same name, leaving autonomous regions to specify the list of metropolises on their territory [1] . The 2009 Amendments to the list added Reggio di Calabria [2] . The metropolises established in the autonomous regions are: Trieste in Friuli - Venice-Julia , Cagliari in Sardinia , Catania , Messina and Palermo in Sicily .

On April 3, 2014, the Italian parliament approved a law that establishes 10 metropolitan cities in Italy, [3] without regard to autonomous regions. New metropolitan cities began to function from January 1, 2015.

Organization

Metropolitan cities consist of municipalities ( communes ) that were formerly members of the same province. Each metropolitan city is headed by a metropolitan mayor ( sindaco metropolitan ) with the assistance of the legislature, the metropolitan council ( consiglio not metropolitan ), and not the Legislative Assembly, metropolitan conference ( metropolitan conferenza ). The members of the metropolitan council are elected by the mayors and members of the city council of each municipality in the metropolitan city, the capital's mayor is the mayor of the provincial capital. The capital conference consists of mayors of municipalities close to the capital [4] .

The main functions assigned to new metropolitan cities:

  • local planning and zoning;
  • providing local police services;
  • transport and urban services.
