Born June 15 ( 27 ), 1874 . The exact place of his birth was not established: according to some sources, he was born in the village of the Ostrolensky village of Ostrolensky, the second military department of the Orenburg Cossack army (in Soviet times - the Novogoibatsky district of the Chelyabinsk region [1] ), according to others - in the village of Verkhneuralskaya. Like his brothers, Vasily and Nikolai, Peter was a representative of the officer Nagaybak dynasty, which, according to some researchers, came from the Tatar Murz family [2] [3] . After receiving a general education, he entered the Orenburg Cossack Junker School , which he graduated in the first category [4] [5] .

In early August 1893 he began military service in the Russian Imperial Army . In the second half of July 1899 he received the rank of cornet , and a little less than four years later, in July 1903 - the centurion ( with seniority since June). He became a substitute for the " irregular cavalry " after the Russo-Japanese War , in July 1907, and an esaul during the First World War in late August 1915 [6] . Already during the Civil War , military foremen of the Cossack army (1918-1919) were introduced to the rank [4] .

Since 1901, he served in the Orenburg 4th Cossack Regiment. After the Russo-Japanese War, as of 1906, he was on the lists of the Orenburg 8th Cossack Regiment. At the beginning of January 1908 he ended up in the Orenburg 7th Cossack Regiment. On January 7 ( 20 ), 1912 , an accident happened to him - he fell, together with his horse, onto the barrier and was seriously injured. Until the beginning of April 1913, he was again in the 4th Cossack regiment. After 1915 he retired [4] .

With the deployment of the fighting, the Civil War in the Southern Urals became a participant in the Turgai campaign (April-July 1918): then, due to illness, it remained in the Turgai region . In September-October, he was elected a deputy from the village of Ostrolenskaya to the Third Extraordinary Army Circle , held in Orenburg. Since November 1918, he joined the liquidation commission under the district administration of the second military department of the Orenburg army. In 1919, he was again elected a delegate to the Third, this time next, Army Circle [4] .
