Biography
He studied at the Law Faculty of St. Petersburg University . In September 1881 he began serving in the Provisional Commission on Peasant Affairs of the Kingdom of Poland .
He was a senior assistant clerk (1884) and clerk (1890) of the Zemstvo department of the Ministry of Internal Affairs .
From 1894, he served in the State Chancellery: first, as a senior clerk in the department of laws; then - Assistant Secretary of State of the State Council on the separation of laws (from 1896), on the separation of industry, science and trade (from 1902).
Produced to the rank of State Councilor in 1902.
He was manager of the Law Code (1907). Around 1907, he was appointed to correct the position of state secretary , then he was confirmed in office. Since 1910 - the secret adviser. In 1916 he was appointed senator.
Since the late 1870s, he began publishing his articles and stories in the magazines Family Evenings , Children's Reading , Children's Leisure , Nature and Hunting , Hunting Newspaper , Okhotnik, and Arms Collection . His articles on legal issues were published in the “ Journal of the Ministry of Justice ”.
For the Encyclopedic Dictionary of Brockhaus and Efron , he wrote a number of articles on the department of hunting and hunting.
