He graduated from the Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs (1963) and the Advanced Diplomatic Courses of Senior Diplomatic Workers at the Diplomatic Academy of the USSR Ministry of Foreign Affairs (1980). Candidate of Historical Sciences.
From March 21, 1991 to April 4, 1997 - Ambassador Extraordinary and Plenipotentiary of the USSR, then the Russian Federation in the Republic of Cape Verde [1] [2] .
