Biography

Born on January 1, 1951 in the village of Armievo, Shemysheysky district, Penza region.

With the graduation of Mordovian State University named after N.P. Ogaryov and the military department under him, in 1973 he was called up for military service , which he held in the military-construction units of the Main Directorate of Special Construction (Glavspetsstroy) under the Ministry of Installation and Special Construction Works of the USSR . The first officer post is the deputy company commander for political affairs of the 841st military construction detachment. Then he was the secretary of the Komsomol committee in the 167th military-construction department (167 APU) [1] .

In 1981 he graduated from the Moscow Regional Correspondence Construction College.

In 1980 he was appointed to the post of senior assistant and deputy head of the personnel department 167 APU [1] , in 1981 [2] (according to other sources - in 1980) [1] - to the post of senior officer in the personnel department of Glavspetsstroy, in 1983 year - to the post of deputy chief, and in 1987 - to the post of head of the personnel department of Glavspetsstroy.

Since July 1992, he served as Deputy Head of the Main Directorate of Special Construction of the Russian Federation [3] , and since December 1992, served as Deputy Head of the Federal Directorate of Special Construction under the Government of the Russian Federation (FUSS of Russia) [4] , and since 1996 - in the position of 1st Deputy Head of the FUSS of Russia. In June 1997, the Federal Service for Special Construction of Russia (Rosspetsstroy) was created on the basis of the FUSS of Russia, in which N.P. Abroskin was appointed as the 1st Deputy Head of Rosspetsstroy, however, by the Decree of the President of Russia of April 30, 1998, this federal service was abolished. N.P. Abroskin, continuing to occupy the position of the 1st Deputy Head, was the chairman of the liquidation commission of the abolished Rosspetsstroy [7] [8] .

On March 2, 1999 he was appointed to the post of head of the Federal Directorate for Special Construction (Spetsstroy of Russia), which was recreated on February 4, 1999 at the State Committee of the Russian Federation for Construction, Architecture and Housing Policy (Gosstroy of Russia) [9] . At the same time he was a member of the Board of the State Committee of the Russian Federation for construction, architectural and housing policies from February 1999 [10] to March 2002 [11] . In August 1999, the Federal Office for Special Construction under the Gosstroy of Russia was transformed into a federal executive body , the Federal Service for Special Construction under the Government of the Russian Federation (Special Construction of Russia).

He was a defendant in a criminal case initiated by the Chief Military Prosecutor's Office under Article 285 of the Criminal Code of the Russian Federation (“abuse of official position”). He was accused of illegally giving a decree in 1999 on the allocation of a two-room apartment in Moscow to the son of the head of the inspection of the Accounts Chamber of the Russian Federation , who conducted an inspection of his subordinate department. The criminal case was terminated under an amnesty in 2000 [12] .

On May 18, 2000 he was appointed to the position of Director of the Federal Special Construction Service of the Russian Federation (Spetsstroy of Russia) [13] , which was transformed on May 17, 2000 from the Federal Special Construction Service under the Government of Russia, and from that moment it became an independent federal executive body directly subordinate To the President of the Russian Federation .

By a decree of the President of the Russian Federation of June 11, 2003, Nikolai Pavlovich Abroskin was awarded the military rank of " Army General ."

After the reorganization of the Federal Service for Special Construction of the Russian Federation into the Federal Agency for Special Construction (Special Construction of Russia), on April 8, 2004 he was appointed to the post of its director [14] .

By a decree of the President of the Russian Federation of December 31, 2010 he was dismissed from military service [15] .

On April 22, 2011, he was relieved of his post as director of the Federal Agency for Special Construction [16] [17] .

Member of the State Duma of the VI convocation according to the lists of the United Russia party (No. 3 in the regional group of the Udmurt Republic ) from 2011 to November 2014 [18] . Personal life

Married. According to official figures, income with his wife in 2011 amounted to 3.3 million rubles. The family owns two land plots with a total area of ​​3.7 thousand square meters, two residential buildings, an apartment and two cars [22] .
