Framework Convention for the Protection of National Minorities - Council of Europe Convention, signed on February 1, 1995. Of the Council of Europe member countries, France , Monaco, Andorra and Turkey are not signed; signed but not ratified by Belgium, Greece, Iceland and Luxembourg. [one]

The implementation of the convention is overseen by the Consultative Committee, which assesses the reports of the participating countries, and the CoE Committee of Ministers, which makes recommendations based on the views of the AC. There is no mechanism for handling individual complaints, and the convention is regarded as a weak mechanism. [2]

Structure

  • The preamble and part I (art. 1-3) are the objectives of the convention, its principles and the right to use the rights enshrined in it.
  • Part II (art. 4-19) - catalog of the obligations of the parties to the convention:

    • Article 6. Conditions for the preservation of culture and identity.
    • Article 7. Freedom of assembly, association, speech and religion.
    • Article 8. Freedom of religion.
    • Article 9. Freedom of expression.
    • Article 10. Freedom to use a minority language.
    • Section 11. Use of Minority Languages ​​in Public Places and in Personal Names
    • Article 12. Integration in the field of education
    • Article 13. The right to establish private minority educational institutions
    • Article 14. The study of minority language and on it.
    • Article 15. Conditions for participation.
    • Article 16. Waiver of measures to change the structure of the population.
    • Article 17. Transboundary contacts.
    • Article 18. Transboundary cooperation.
    • Article 19. The possibility of deviations from the principles of the Convention.
  • Part III (Art. 20-23) - the rules of interpretation of the convention.
  • Part IV (art. 24-26) - monitoring compliance with the convention.
  • Part V (Art. 27–32) - the procedure for signing, ratifying and denouncing a convention.
