Goldarb, Maxim Yuryevich

In 1999 he graduated from the Faculty of Economics and Law of Donetsk National University with a degree in law .

He received his second degree in economics in 2014, graduating from a magistracy at the Kiev National University of Trade and Economics .

He worked for 14 years in the prosecution authorities - he went from an investigator of the district prosecutor’s office to leading prosecutorial posts ^{[ what? ]} in the Donetsk region and Kiev .

From May 2013 to September 2014 - Director of the Department of Internal Audit and Financial Control of the Ministry of Defense of Ukraine .

Since September 2014, he heads the public organization Public Audit . Since September 2018 - Deputy Head of the Party of Peace.

Colonel Reserve, Senior Counselor of Justice, has the 3rd rank of civil servant .

The qualification of the auditor is assigned by the Audit Chamber of Ukraine.

Goldarb is an expert on financial, economic, legal, and tariff issues; he is actively appearing as a speaker in various media.

Since June 2016, he led the “Subjective Results” program on NewsOne , which stands out for its opposition to the authorities in judgments, comments and evaluations. In September 2017, Goldarba’s “About You” program ^{[1] was} also launched on NewsOne TV channel. He stopped working with the channel in January 2019.

Married, has two children.

In 2013, Goldarb, being the chief auditor of the Ministry of Defense of Ukraine, introduced a mechanism for preliminary monitoring and control of risk operations (operational audit) in the department aimed at preventing and preventing financial crimes and fraud in the army, which was subsequently taken over by other executive authorities of Ukraine ^{[2] [3]} .

The approach to organizing an audit was radically changed from the Soviet “ex-post” to a new “before”: real-time monitoring of operations and processes began from the beginning at the central level to completion at the level of a specific military unit .

All issues of purchase and sale and spending, conclusion of contracts began to be subject to mandatory analysis, monitoring by the audit service. ^{[4] [5]} .

After the introduction of the system of preventing losses and theft in all sectors of the military economy, negative publications began to appear in some media in order to discredit Goldarb and the audit system introduced by him. At the same time, real facts from authoritative sources were not given. He himself attributed such attacks to a biased reaction to his work.

For a short period of activity, we did not allow the so-called businessmen to earn about UAH 200 million at the Ministry of Defense. Of course, in the realities of our country, as a rule, in return you get "information dirt" in the form of fraud or manipulation of facts .

The alleged "anti-corruption" ranked me among the enemies of the Ukrainian army, accusing me of buying low-quality bulletproof vests. But the desired story is not molded, because the audit does not engage in procurement - neither body armor, nor ammunition, nor shells - this is his competence. Moreover, at the time of the purchase of bulletproof vests, the military audit was generally removed from the control system by the new heads of the ministry .

Public Audit

In the fall of 2014, Maxim Goldarb created the public organization Public Audit, which included investigators, prosecutors, and auditors ^[8] . The purpose of the organization is “a professional assessment of the effectiveness of the functioning of state authorities, enterprises of the public sector of the economy and informing the public about their results, control over public resources” ^{[9] [10]} .

Over the 5 years of the organization’s activities, the Public Audit experts conducted more than 250 studies, analyzing all the important issues in the Ukrainian economy: its debts and ways to overcome debt dependence; activities of utilities and state monopolies; strategic issues of privatization; electric power market and housing sector; banking sector; municipal resources, fiscal system, public administration system and so on.

The organization prepares and promotes legislative initiatives : the introduction of mandatory reporting on the expenditure of public finances, public financial control of state authorities ; elimination of risks in the modern banking system of Ukraine; change in tariff setting in housing and communal services and others. Research and analytical articles of the Public Audit are used by Ukrainian politicians, public organizations, and the media. The organization is a member of the Institute of Internal Auditors , a world leader in internal audit and corporate governance .

Tariff Mobilization

Based on the studies of the Public Audit conducted on the eve of a radical increase in tariffs for housing and communal services in the spring of 2015, Maxim Goldarb in the Shuster LIVE program (April 3, 2015 ^[11] informed that the norms and volumes of gas consumption by the population were overestimated by two times, and the new tariffs are unreasonable. He proposed for the period of the socio-economic crisis in the country to direct all domestic gas to the needs of the population, and justify its price economically.

On the same day, Maxim Goldarb and Aleksey Kucherenko signed a memorandum on the creation of “Tariff Mobilization” - an initiative aimed at protecting the rights of Ukrainians from economically unjustified tariffs for housing and communal services ^[12] . The goal is to prove the economic groundlessness of today's pricing and tariff setting in the housing and communal services system and gas production, its destructive nature for the country's economy; bring people together to fight against dishonest tariffs to change this system.

The studies, figures and theses of the “Tariff Mobilization” were actively used by political parties in the 2015 election campaign. Goldarb stated that he was ready to cooperate with various political forces, to provide them with analytical materials, if he understood that they were ready to help “break” unfair tariffs. ^[13]

As part of the “Tariff Mobilization” in May 2016, at the initiative of Maxim Goldarb, leading Ukrainian experts in the field of energy and economics drafted and signed the Tariff Manifesto of experts to the authorities on the need to immediately reduce gas prices and tariffs for people, ways of removing the energy and utility system from the current critical situation ^[14] . In addition, back in 2015, Maxim Goldarb personally personally addressed all 450 MPs of Ukraine, without exception, with a request to send to the Constitutional Court of Ukraine a statement declaring the Decrees of the President on the establishment and activities of the NKREKU illegal , they could only sign ^[15] . By the way, in June 2019, KSU really recognized the creation of NKREKU by the President as unconstitutional ^[16] .

In July 2016, Maxim Goldarb announced the creation of regional Tariff Mobilization centers throughout Ukraine and urged citizens to unite in order to “protect their rights and wallets from tariff robbery” ^[17] .

In October 2016, Maxim Goldarb and Evgeny Muraev held a series of protests against excessive tariffs in 11 large cities of Ukraine ^{[18] [19] [20] [21]} . The movement’s participants collected more than 40 thousand signatures under the expert Manifesto of “Tariff Mobilization” ^[22] - an appeal to the President, the government and the Prime Minister with a demand to establish reasonable tariffs: to direct all gas of own production to the needs of people; its price should be formed fairly and transparently (the price of production and production, plus the price of delivery, plus no more than 10% of the development profit); rent and VAT in the price of gas for people need to be canceled ^[23] . At the same time, draft law No. 5290 on amendments to the Law of Ukraine “On the Natural Gas Market” was submitted and registered in parliament, which will allow setting an economically reasonable price for gas ^[24] .

In general, the movement carried out large-scale work to cover the topic of the unfairness of tariffs and gas prices in Ukraine and to appeal them at various instances (Kyiv District Administrative Court ^[25] ., High Court of Ukraine, ECHR). In March 2019, including in the “Tariff Mobilization” lawsuit, the District Administrative Court of Kiev declared the Cabinet of Ministers Decree No. 315 of April 27, 2016 unlawful and invalid - in it, in particular, it determined the procedure for setting the price of natural gas for needs population ^[26] .

Peace Party

The movement, which in August 2018 received All-Ukrainian status from the Ministry of Justice. Units of the “Party of Peace” are open in almost every region of the country (as of September - 21 regional and 132 territorial organizations) ^[27] . On September 28, 2018, Goldarb was elected Deputy Head.
