Born April 11, 1958 in the family of Soviet economist Dmitry Vasilievich Valovoy [1] , who later served as deputy chief editor of the weekly newspaper “Economic Newspaper” , first deputy chief editor of the newspaper “Pravda” and a member of the USSR People’s Control Committee , laureate of the State Prize of the Russian Federation . His mother, Henrietta Evgenievna, also an economist, was the daughter of Lieutenant General E.P. Lapshin , who held various senior posts in the structures of the NKVD and the Ministry of State Security of the USSR [2] .
In 1980, she graduated from the Faculty of International Economic Relations of the Moscow Financial Institute , in 1983 - graduate school of the same institute, receiving a Ph.D. in economics [3] .
In 1983 - 1989, she worked in the editorial office of the Economic Newspaper. She has held positions from correspondent to deputy editor of the world economy department [3] .
In 1989 - 1994 - in the diplomatic service. She worked in the Permanent Mission of the USSR, then - Permanent Mission of the Russian Federation to the European Union as a third, then second secretary. She dealt with issues of financial and economic cooperation [3] .
In 1994, having defended her doctoral dissertation at the Financial Academy under the Government of the Russian Federation on the problems of the financial system of the European Union, she received a doctorate in economics [3] .

In 1999, she joined the Government of the Russian Federation. On February 1, 2012, by a decision of the Supreme Eurasian Economic Council at the level of heads of state, it was approved by a member of the Board (Minister) for the main areas of integration and macroeconomics of the Eurasian Economic Commission [3] .
In the College, she was responsible for the implementation of the integration policy within the EAEU, the coordination of macroeconomic strategies of the countries participating in the association, as well as for the formation and dissemination of official statistical information of the Union. She was also responsible for the international relations of VEES, in particular, for establishing contacts with other international organizations and concluding agreements on the creation of free trade zones between the Union and third countries [11] [12] [13] [14] . She regularly traveled abroad to conduct relevant negotiations, as well as to participate in various international conferences, political science and economic seminars. On May 30, 2019, T. D. Valova was officially announced to be the Director General of the UN Office in Geneva . In early August, she began to perform new duties, replacing in this capacity her predecessor - the Danish [18] .

She is also the author of the monograph “The European Monetary System” (M., 1987), the books “The Exchange Rate and Its Fluctuations” (M., 1995), “The Temptation of Europe: Historical Profiles” (M., 1998), and co-author of the book “Conceptual the foundations of the formation of a payment union in the CIS and the transition to a currency union ”(M., 1998) [3] .
