In September 1989, he was appointed commander of the Silesian Military District ( Polish. Ląski Okręg Wojskowy, SOW ) with headquarters in Wroclaw .
In August 1992, on the proposal of the Minister of National Defense of Poland Janusz Onyshkevich, he was appointed by the President of Poland Lech Walesa to the post of the Chief of the General Staff of the Polish Army .
September 30, 1994 was one of the main participants in the events known in Poland under the name of “Dravsky Lunch” ( Polish: Obiad drawski ), which took place at the Dravsky military training ground ( Dravsky district of the West Pomeranian Voivodeship ) during the training course of the highest command Polish troops. The events were attended by the highest generals of the Polish Army, led by Wilecki, and the civilian Minister of National Defense of Poland, retired Vice Admiral Peter Kolodzeychik . Under the pretext of visiting the army, Polish President Lech Walesa arrived. During his studies, Walesa criticized the entire civilian leadership of the Ministry of Defense and the national defense commission of the Sejm. Then, at a dinner in which the commanders of the armed forces and military districts took part, the President asked the generals to speak frankly about the situation in the army. The generals also reproached for the poor, in their opinion, situation in the army the civilian leadership of the Ministry of Defense, and, in particular, the Minister Kolodzeychik. The president supported the military, and Viletsky proposed to resolve the issue on the spot. The President ordered to vote, who is for the minister, and who is against. Only two generals abstained, the rest were against the minister. On October 12, 1994, at a meeting of the Commission on National Defense of the Seimas, Minister Peter Kolodzeychik accused the President and Viletsky of trying to unconstitutionally remove him from his post. Under pressure from the President and contrary to the opinion of the Seimas National Defense Commission, the head of government Waldemar Pawlak decided to dismiss the Minister of Defense.
In March 1997, President of Poland Alexander Kwasniewski was relieved of his post, and in June 1998 he was discharged from military service and retired.
He devoted himself to public work (including, was one of the trustees of the committee on the construction of a monument to Roman Dmovsky ). He criticized the ongoing market reforms in the country and the course towards integration into the European Union .
In 2000, he became one of the candidates for the Presidential elections in Poland from the right-wing National Democratic Party (election slogan: “There are many candidates, but one is general”). Talking to voters about his platform, he cited the housing program of Adolf Hitler [1] as a positive example, forgetting that he lives and runs for the presidency in a country where 6 million people died at the hands of the Nazis. And although the lawyers managed to save Viletsky from being removed from the election [2] , according to their results, he received only 28,805 votes (0.16%), taking the penultimate 11th place out of 12 candidates [3] .
