Technical regulation - legal regulation of relations in three areas [1] [2] :
- in the field of establishing, applying and fulfilling mandatory requirements for products or products and related to requirements for products design processes (including surveys), production, construction, installation, commissioning, operation, storage, transportation, sale and disposal;
- in the field of application on a voluntary basis of requirements for products, design processes (including surveys), production, construction, installation, commissioning, operation, storage, transportation, sale and disposal, work or services (within the framework of the Eurasian Economic Union, this area is absent [ 3] );
- in the field of conformity assessment.

- Compliance with the level of economic development, material and technical base, scientific and technological development.
- Independence of accreditation bodies, certification bodies from manufacturers, sellers, performers and purchasers.
- The unity of the system and rules of accreditation.
- The unity of the rules and methods of research and measurement during the procedures for mandatory conformity assessment.
- The unity of application of the requirements of technical regulations, regardless of the types or characteristics of transactions.
- Inadmissibility of restriction of competition in the implementation of accreditation and certification.
- Inadmissibility of combining by one body of authority for accreditation and certification.
- Inadmissibility of extrabudgetary funding of state control (supervision) over compliance with technical regulations.
