The Prime Minister of East Timor ( port. Primeiro-Ministro , Tetum Primeiru-Ministru ) is the head of the Government of East Timor , the Council of Ministers [1] . Its seat is the in Dili .

It is appointed by the President after consultation with parties of the National Parliament from candidates for party members or a union of parties elected by parliamentary majority, the oath of the Prime Minister is also taken by the President (Clauses 85, 106 of the Constitution). It is a member of the Council of State (Article 90 of the Constitution) [2] [1] .
The Prime Minister has the authority to convene, organize and manage the activities of the Council of Ministers, and acts as Chairman of the Government. Defines and implements the main directions of the Governmentβs policy, coordinates the work of all ministers, regardless of the direction of each. He is personally responsible for natural resources, minerals and energy policy. It may raise the question of confidence in the Council of Ministers, as well as make a recommendation to the President on the dismissal of one minister or the entire cabinet, after agreement with the State Council, if his activities threaten the work of the entire political system . He is a member of the Council of State and can make recommendations to the President on important issues of public policy [1] . Reports to the President of the Republic information on foreign and domestic policy of the Government. Signs government documents. Submits within 30 days for approval to the National Parliament the program of goals and objectives and main political directions formed and developed by the Government [2] . It can be removed from office by the President if the National Parliament rejects his program 2 times in a row (paragraph g of article 86 of the Constitution) [2] .
In the event that the President accepts the resignation of the Prime Minister, his death or total physical disability, the Government will be dismissed (Article 1112 of the Constitution) [2] .
The Prime Minister of East Timor cannot influence political processes and strategic decision-making; these functions are entrusted to the President.

Prime Ministers of East Timor during the War of Independence
The decolonization process in Portuguese Timor began in 1974 , following the fall of the authoritarian regime in Portugal . On November 28, 1975, the declaration of independence of East Timor was announced. After 9 days, parts of the Indonesian army invaded the country, and Indonesia declared East Timor its 27th province in conjunction with Okusi , but the United Nations did not recognize this territorial acquisition [1] .

Prime Ministers of the Democratic Republic of East Timor
Following the adoption by the Constitutional Assembly on 22 March 2002 of the Constitution of East Timor, President Shanan Gusmau was elected on 14 April 2002, and on 20 May 2002 Indonesia formally recognized the independence of East Timor. In 2006, during the introduction of the Australian troops to suppress the rebellion, Prime Minister Alkatiri resigned, was replaced by Jose Ramos-Horta (elected President in 2007), in 2007, after the FRETILIN party received a relative majority of the seats in Parliament, appointed head of government Shanan Guschmau [1] .
