Biography

Came from the noble family of the Shulgin . In 1786 he was enlisted by the cadet in the Artillery Cadet Corps ; January 24, 1795 was released cornet in Sumy light-regiment . In 1798 he was promoted to captain , in 1799 he was part of the Russian troops in Switzerland, in 1800 he was promoted to majors , and in 1802 he became a lieutenant colonel and retired the same year.

In August 1805 he returned to service - in the Polish Horse Regiment, and a month later - in the Life Guards Ulan Regiment . He participated in the Battle of Austerlitz and was awarded the Order of St. Vladimir , 4th art. with a bow. In 1807 , commanding a battalion , he fought with the French at Gutstadt, Heilsberg , Friedland . He was awarded the Order of St. George 4th Class No. 869 on May 20, 1808:

 In retaliation for the excellent courage and courage shown in the battle on June 1 at Friedland against the French troops, where, with a commanding battalion, reinforcing those sent to attack, he cleared and drove out a seized enemy from the city, then knocked into it, knocked over and pursued the enemy, inflicting a fierce defeat , as well as the next day, being in all attacks and actions, showed a special fearlessness and presence of mind. 

In 1808 he was appointed adjutant to Tsarevich Konstantin Pavlovich ; October 12, 1811 received the rank of colonel .

During the Patriotic War of 1812, he was at the disposal of Army General-Chief of Police M.I. Levitsky , engaged in the search and detention of looters and deserters, the distribution of food and the sending of the wounded. Nevertheless, for the battle of Borodino he was awarded the Order of St. Anne of the 2nd degree.

He took part in foreign campaigns of 1813-1814 , was under the Grand Duke Konstantin Pavlovich . He distinguished himself in the battle of Fer-Champenoise ; May 10, 1814 promoted to major general .

From March 14, 1816, he served as the Moscow Chief Police Officer, and from August 2 (according to some sources, from July 25), 1825, the Petersburg Chief Police Officer, but on January 30, 1826 he was removed from his post and determined to be a cavalry; December 30, 1833 finally retired with a uniform and pension full salary.

He was also awarded the Order of St. Anna of the 1st degree, the Austrian Order of Leopold , the Bavarian military order of Maximilian Joseph 3rd degree, the Prussian orders of Pour le Mérite and the Red Eagle 2nd degree [1] .

He lived in Moscow, where he died and was buried in the cemetery of the Danilovsky Monastery .
