Biography
Jew. The son of a journalist. He graduated from high school in Kiev . Participated in the revolutionary movement. Socialist . From the persecution of the tsarist authorities fled abroad to Austria-Hungary.
He studied at the universities of Vienna , Bern and Berlin . In 1891 he defended his doctoral dissertation at the University of Bern .
In 1906-1928 - professor of economics, statistics and social policy, University of Bern.
In 1900-1928, he was the chief editor of the Swiss Journal of Economics and Social Policy, and from 1916-1928, he was a member of the board of the Berne Economic Society.
He is the author of a number of works on labor legislation and on the question of Marxism , socialism , anarchism and social movements using sociology data based on statistical methods as a new scientific field.
Some of his books have been translated into Russian .
