Orlov, Nikolai Stepanovich

Nikolai Stepanovich Orlov ( 1871 , Novoselki, Vologda province , Russian Empire - not earlier than 1917 ) - a peasant, clerk , managing the estate, chairman of the volost court , deputy of the IV State Duma of the Russian Empire from the Vologda province (1912-1917), member of the center faction.

Biography

Nikolai Orlov was born in 1871 in the village of Novosyolki, Avnegsky volost, Gryazovets district ( Vologda province ) - today it is the Gryazovets district of the Vologda region - in the family of a peasant Stepan Orlov. Information about the education of Nikolai is different: according to some sources, he graduated from the local elementary school of Zemstvo [1] - received "lower education" according to the official classification of his time [2] ; in others, he received a home education [3] .

After graduating from school, Orlov began working as a clerk in the wine business, and then he became manager of a manor house. After that, Nikolai Orlov took the post of the volost foreman , and subsequently for two three years, from 1906 to 1912, he was elected by the local population to chair the volost court . In 1912, Nikolai Stepanovich owned a water mill , estimated at that time at 3,500 rubles, and a land allotment at 42 (according to other sources - at 52 [3] ) tithes [1] .

In 1907, N. S. Orlov, a peasant by estate, was an elector of deputies to the two previous convocations of the State Duma: in the Second (February) and the Third (November) [3] . Five years later, on November 21 ( December 4 ), 1912 , he was elected to the Fourth State Duma of the Russian Empire from the total electors of the Vologda Provincial Electoral Assembly [1] .

In the IV Duma, Nikolai Orlov joined the faction of the center, headed by Vladimir Lvov and Pavel Krupensky [4] . But he did not stay "centrist" for long: he soon moved to the Independent Group of Deputies, and in November 1916 he left the group of parliamentarians as well. Orlov was a member of a number of Duma commissions: land, on trade and industry, on public health, on request, financial, on resettlement (in connection with the Stolypin agrarian reform), on the working issue (“working”), on the execution of the state revenue list and expenses, as well as the agricultural commission. Later, he became part of the Progressive block [1] .

In the days of the February "bourgeois-democratic" revolution of 1917, Nikolai Orlov was in Petrograd and took part in revolutionary events. From March 2 to March 13, he was a member of the Internal Duma Commission on Internal Orders. The further “post-Duma” fate of peasant deputy Nikolai Stepanovich Orlov is unknown today [1] .

Family

As of 1912, Nikolai Orlov was officially married [1] .
