Biography
Graduate of the Samara teacher seminary. From 1880 to 1886 he served as a stanitsa teacher. Since 1886 he was the ataman of the village of Vetlyaninsky Astrakhan province. In 1889-1890 he served as clerk of the board of the 1st Division of the Astrakhan Cossack Army. Since 1890, he became an assistant chieftain of the 1st Division of the Astrakhan Cossack Army. He had the rank of court adviser. Annual earnings of 1100 rubles per year.
On February 6, 1907 he was elected to the State Duma of the Russian Empire of the second convocation from the congress of commissioners from the Cossack villages. He was close to the faction of the Union on October 17th . One of the organizers of the Duma Cossack group, but in May 1907 left it. He was a member of the Duma commission on requests and the agrarian commission. He made a speech on the agrarian issue, protecting the Cossacks' class rights to their lands, at a general meeting of the 2nd State Duma, participated in the debate on the issue of transforming the local court.
