Biography
The early years
Konstantin Molodtsov was born on May 20 ( June 1 ), 1873 in the village of Uktuzskoye, Ishim Uyezd ( Tobolsk province ), into a peasant family. Konstantin received a lower education [2] : he graduated from a local school [3] - the primary public rural school [4] .
After leaving school, Molodtsov hired to work as laborers . In 1887 he left for the city of Ishim , where he began to serve as a clerk for haberdashery and hardware . After some time, he returned to his native village, and for 8 years he worked as a village clerk , and then was a volost clerk for a year and a half [5] . At the same time, Konstantin Ivanovich was elected manager of the village bank for three years. Engaged in agriculture on 15 tithes of allotment land [1] [3] . On Molodtsov’s initiative, an oil-producing artel was established in the village of Uktuzskiy, which brought good income. He was elected twice by the village foreman , but each time he refused the proposed position. In 1907, he was elected head of the 19th military horse section of Ishim district. During this period, Konstantin Molodtsov was very fond of reading - he wrote out capital and local newspapers, bought books. As a result, he gathered a rather extensive personal library [1] .
In September 1907, he was elected as an elector from the congress of commissioners of the city of Ishim to elect members of the third State Duma [6] .
In the State Duma
On October 20 (or 25 [1] ) 1907, non-partisan K. Molodtsov was elected to the Third State Duma of the Russian Empire from the congress of commissioners from volosts [4] . He received 23 votes (as much as V. I. Dzyubinsky , but 10 less than N. L. Skalozubov ) [7] .
“The third candidate from the peasants K. I. Molodtsov, who received 22 electoral and 13 indiscriminate votes during the ballot, made a very pleasant impression on all electors with his sensible and skillful presentation of his thoughts, the certainty of his views and resourcefulness. In the Third Duma, Molodtsov joined the faction of the Constitutional Democratic Party [2] [8] . He became a member of three commissions: on resettlement, agricultural and budgetary. The signature of the deputy Molodtsov is under numerous bills: “On changing laws on the collection and administration of land and in-kind duties of peasants”, “On providing landless and low-land peasants with land”, “On providing rest for commercial and industrial employees”, “On disseminating the Regulation on Zemstvo institutions on the Don Host , "" on the establishment of land use fees in steppe areas "," on Rent commercial employees "," on introduction of the Arkhangelsk province territorial self-government "," on changes in the city whom the electoral law "and" On the abolition of the death penalty " [4] . KI Molodtsov spoke mainly on issues related to the Urals and Siberia . He was a member of the Siberian parliamentary group - he was an assistant secretary.
In September 1908, Molodtsov, who carried out vaccinations in his homeland, in the remote corner of Ishim district - in the village of Uktuzsky, collected material on the issue of combating horse-stealing. The following questionnaires were distributed to them on the volosts: how many horses were stolen from the 1st of January to the 1st of July on the volost, of which they were detained and tracked down (by peasants, police), is on the notice [9] . I sent invitation letters to some voters in the city of Tyumen to his public report on the activities of the Third State Duma, which was held in Ishim on September 25 [10] .
In 1910, he was elected by the villagers as an honorary trustee of the local school [1] . He was also repeatedly elected by the rural inhabitants of the Uktuzsky rural society as their agent in resolving various disputes [11] .
Died of tuberculosis in 1920 [12]
Family
As of 1907, Konstantin Ivanovich was married [4] . According to information received from relatives [13] , the spouse of Molodtsov was called Evdokia Ivanovna; there were eleven children in the family, of whom six remained alive: Alevtina (1896-1929), Barbara (1913-1980), Vladimir (1914-1985), Victor (1908 - after 1956), Vera (1913-2007) and Zoya (1906-1985).
