Biography

John Dugan, a former U.S. police officer who, according to the FBI, hacked and made publicly available information about 12,000 agents. In April 2016, he flew to Moscow, Russia, and received political asylum.

Dugan ran a website denouncing Sheriff Rick Bradshaw from Palm Beach County, Florida.

John Mark Dugan founded his PBSOtalk.org website in 2009. Anyone could anonymously post information about corruption and abuse of power by police officers. In 2012, he received information and evidence that the district sheriff was using taxpayer money to attract sponsors for his election campaign, for entertainment expenses, and for maintaining relations with organized criminal structures. [2] . After the Florida State Ethics Commission examined the complaint filed by Bradshaw, he was acquitted because "he did not know that his actions were in violation of the law." [3] . Shortly thereafter, Palm Beach County Deputy Chief filed a lawsuit against Dugan. [4]

At the same time, the commission recognized such actions as “incompatible with the proper performance of the sheriff’s duties” [5] . Shortly after the Ethics Commission considered the case, as well as an unsuccessful attempt to buy out PBSOtalk.com, Sheriff Bradshaw filed a complaint against Dugan [6] . The complaint concerned an electronic mailing list [7] on the day before the November 2012 election according to a poll of Palm Beach constituency from the BurtAaronson.com server owned by Dugan. The letter stated that BurtAaronson.com no longer supported Sheriff Bradshaw as a candidate, but preferred his rival to the race. The real Bert Aaronson, one of the county’s governors, insists that he was not aware of this newsletter at all. He accused Dugan of identity theft and tried to secure his arrest.

The office of the Palm Beach district attorney found that since Dugan owns this site, he has every right to use it, however, they called the newsletter “defiant behavior”. They further clarified that the laws do not change on the all-permissible open spaces of the Internet.

In 2015, Dugan received and posted on an audio recording site of conversations of a Palm Beach County detective with an unknown woman. The record reveals the targeted investigations and prosecutions of the political enemies of the sheriff, including Dugan, people who unflattering the sheriff [8] . The FBI, together with the Palm Beach County police, raided Dugan’s home upon the release of these audio files, believing they had been intercepted. Another reason for the raid specified in the warrant was the suspicion of hacking and the placement of thousands of names, addresses and phone numbers of police officers, judges and FBI agents, despite the fact that the hacking was not confirmed [9] .

According to the fame of John Mark himself, this was only an excuse to pick up his computers in an attempt to find out the sources of information and close his site.

After a raid on his home on March 14, 2016, Dugan decided to leave. After the raid, the FBI harassed him and his family. John Mark had an audio recording where the police planned his assassination, which is why he decided to leave the country. Escape took effort and a wig to escape. Since he was put on a travel ban, Dugan had to first go to Canada. In April, the 5th, he flew from Toronto to Istanbul and then to the final destination - Moscow.

Dugan rented a plane and flew to Canada without going through US customs. From Toronto, Dugan flew to Istanbul, where he made a transfer for a flight to Moscow [10] . John became the fifth American to seek political asylum in Russia [1] [4] [11] .

An anonymous source told Extra reporter Jose Lambiete that GoDaddy was shutting down Dugan’s website under pressure from law enforcement. The site was moved to Russian hosting [12] .

For 2017, John Dugan lived in Moscow [13] [14] .

In Russia, John Mark Dugan applied for political asylum and became the fourth American to receive him. After, in February 2017, he developed a unique computer desk and founded BadVolf. Production is located in Solnechnogorsk, forty kilometers from Moscow. [15]
