Mitrofan Iosifovich Grodzitsky ( October 1 [13], 1861 , Minsk province - after 1917 ) - lawyer, judge, deputy of the III and IV State Duma from the Orenburg province (1907-1917). Biography
Early years. Lawyer
Mitrofan Grodzitsky was born in the Minsk province [1] on October 1 ( 13 ), 1861 into a family of hereditary noblemen from the Orenburg province . In 1887 (according to other sources - 1885 [1] ), Mitrofan graduated from the Yaroslavl Demidov Juridical Lyceum (twelfth edition [1] ) with the degree of candidate rights [2] .
Grodzitsky began serving as a candidate for judicial positions at the Moscow District Court, then he was a city judge in Akkerman . In 1891, he was a candidate for judicial positions in Kiev [1] . In 1901–1912 (according to other sources, 1897–1908 [3] ), he was a district member of the Trinity District Court in Verkhneuralsk Uyezd [2] [4] , and also was an employee in legal journals [5] .
Since 1892, Grodzitsky was a member of the mutual assistance fund of scientists and writers . He owned a house in Verkhoturye , valued at 6 thousand rubles [2] [3] .
Member of the III and IV Dumas
In the elections to the Third and Fourth State Duma of the Russian Empire, the state adviser , Belarusian M. Grodzitsky, was an elector in the Verkhneuralsk district. In the Third Duma, he was first balloted, but on October 18, 1908, he was elected from the first congress of city voters in the by-elections, in connection with the refusal of the mandate of N. V. Terebinsky [2] .
In the Third Duma, Mitrofan Iosifovich began working already from the second session (from September 19, 1908), being non-partisan [6] . Then he entered the faction of the progressives . He became a member of a number of commissions: on judicial reforms, on local self-government, in the direction of legislative assumptions, inquiries, financial, to consider the bill on the abolition of pasture and forest servitudes in the provinces of Western and Belarusian. In addition, he was a rapporteur of the local government commission and the conciliation commission [2] .
On October 25, 1912, Grodzitsky was elected to the IV Duma, all from the same first congress of city voters. He again became a member of the Progressive faction (entered his bureau [6] ), and in addition, became the secretary of the ninth Duma department. In the new Duma, he again consisted of numerous commissions: the budget, library (from the fourth session - deputy chairman [6] ), on judicial reforms, on request, to draft a press bill, on the execution of the state list of income and expenses. He became a rapporteur of two commissions: on the draft state painting and budget [2] .
Since August 1915, Mitrofan Grodzitsky joined the Progressive Bloc , which he left on October 31, 1916 with his faction [2] .
Commissioner of the ECDC
During the February Revolution , March 2, 1917, Grodzitsky was appointed Commissioner of State Control by the Provisional Committee of the State Duma (VKGD). From March 10, he became commissar of the VKGD (instead of K.K. Chernosvitov ), and from May 2, he also became commissar of the Provisional Government for the Main Directorate of Posts and Telegraphs [2] [4] .
In 1917, Grodzitsky was part of the Special Meeting for the preparation of the draft Regulation on the Elections to the Constituent Assembly , as well as the All-Russian Commission on Electoral Affairs of the Assembly [7] .
At the end of March, Mitrofan Iosifovich joined the “radical democrats”: he joined the Central Committee of the Russian Radical Democratic Party (RRDP) [6] . On August 8, 1917, he applied to VKGD with a request for leave due to heart disease - the request was granted [4] .
In the fall of 1917, Mitrofan Iosifovich Grodzitsky was in Verkhneuralsk [8] . His further fate is unknown [4] .
